The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.

Bailey and Dammert detail the wide variation in police tactics and efforts by individual nations to assess their effectiveness and ethical accountability. Policies on this issue can take the form of authoritarianism, which threatens the democratic process itself, or can, instead, work to "demilitarize" the police force. Bailey and Dammert argue that although attempts to apply generic models such as the successful "zero tolerance" created in the United States to the emerging democracies of Latin America—where institutional and economic instabilities exist—may be inappropriate, it is both possible and profitable to consider these issues from a common framework across national boundaries. Public Security and Police Reform in the Americas lays the foundation for a greater understanding of policies between nations by examining their successes and failures and opens a dialogue about the common goal of public security.

SSR theory and practice are criticized for being overly focused on traditional conflict and post-conflict settings and for being unable to adjust to unconventional settings marked by chronic crime and terrorism. SSR tends to be disproportionately focused on national institutions and less amenable to engaging at the subnational scale. Drawing on the experiences of so-called 'citizen security' measures in cities across Latin America and the Caribbean, this paper offers some opportunities for renewing and revitalizing SSR. The emphasis of citizen security interventions on multiple forms of insecurity, data-driven and evidence-informed prevention, the promotion of social cohesion and efficacy and designing crime prevention into the social and built environment are all insights that can positively reinforce comprehensive SSR measures in the 21st century.
