While all the 55 Countries on the continent are characterised with households that vary in income levels, religious or ethnic groups, this has continued to demand policing systems that can engage with all categories of residents, to reduce the prevalence of crime and increase law and order compliance. It also remains to be a precondition to safeguard domestic security through reduced lawlessness and criminal violence against crime victims. This paper introduces insights on how police forces in African Union member states, in collaboration with residents, can introduce crime prevention measures to reduce the likelihood of crime and its impact on victims at the grassroots level. The author develops policy implications regarding how people-driven initiatives can reform policing systems to guarantee safety and security for all. Furthermore, the Crime Preventer Models and Neighbourhood Watch Models are both advanced as approaches to community policing that can facilitate mutual working relations between citizens and police forces in pursuit of human safety and security on the continent.

Security Governance, Policing, and Local Capacity explores an experiment that took place in Zwelethemba—located in South Africa’s Western Cape Province—to establish legitimate and effective nonstate security governance within poor urban settlements. There has been, and continues to be, much reticence to endorsing private forms of security governance that operate outside of state institutions within local communities. Those initiatives have often led to situations where force is used illegally and punishment is dispensed arbitrarily and brutally. This book explores the extent to which this model of mobilizing local knowledge and capacity was able to effectively achieve justice, democracy, accountability, and development in this region. Whenever possible, the book includes raw data and a thorough analysis of existing information on security governance. Examining this case and its outcome, the authors provide a theoretical analysis of the model used and present a series of design principles for future applications in local security governance. The book concludes that poor communities are a significant source of untapped resources that can, under certain conditions, be mobilized to significantly enhance safety. This volume is an important examination of experimental models and a presentation of new groundbreaking theory on engaging the local community in solving security governance problems.

Based on the philosophy of the establishment of community policing approach in South Africa and the time lag, one wonders if the cardinal objective has been met in terms of crime prevention, especially community and neighbourhood based ones as crime rate in South Africa appears to be on the increase. This study therefore investigated the impact of community policing approach on crime prevention in Eldorado Park Policing Area, specifically, the successes, failure and challenges facing community policing in the area where interrogated.

This philosophy has proven to be an alternative for developing countries especially where the state capacity to provide security is limited. This process involves using the community for crimes information, crimes prevention and fighting crimes. Hence, various communities have adopted the approach of combining community partnerships with people and police personnel as it leads to strengthening crime prevention, combating strategies and procedures (Wehrman 2011). However, the results of COP in different part of the world vary especially judging from the different forms, challenges and different situations confronting the implementation. According to Wisler and Onwudiwe (2008) and Denny (2013), the Western model of the COP entails a situation where the State organize COP activities for proper community partnership while the African model is an establishment organized by the people. With either of the methods, Liberia’s experience was less effective due to factors outlined as the exclusion of Non-state security providers from the SSR process, Police Corruption, Low funding and loss of trust in the police. It is important to note that after examination of the above factors, the research concords with two factors as key as influence that demoralise the workings of COP and therefore undermine its effectiveness in Liberia.
