Book excerpt: "Science and technology (S&T) is essential to provide the technological and knowledge advantage necessary to aid the Department of National Defence (DND) and the Canadian Armed Forces (CAF), collectively referred to as DND/CAF, in preparing for the risks posed by climate change and developing environmentally sustainable operations. The Defence Climate Resilience and Environmental Sustainability Science & Technology strategy (hereafter referred to as, the Strategy, or CRESST) identifies ways in which S&T efforts can help in the mitigation of DND/CAF's environmental impacts, while also supporting the adaptation of its infrastructure, workforce, and all orders of business to become more sustainable and climate resilient. The Strategy will also enable DND/CAF to leverage S&T efforts in contributing to departmental and Government of Canada climate change and sustainability targets and commitments. Encompassing a long-term perspective, the CRESST provides a guide towards opportunities for collaborative partnerships, knowledge exchange, and targeted defence research within three strategic objectives, all in the context of defence and security: 1. Conduct research to enable climate change mitigation and environmental sustainability, including in areas such as power and energy transition, pollution reduction, mitigation of environmental impacts, and informing procurement; 2. Assess challenges, risks, and opportunities associated with the environment and climate change, including through examining the impact on DND/CAF activities and forecasting energy needs and costs; 3. Conduct research to support climate change adaptation and resilience, focusing on technologies, methods and practices for adaptation, as well as Arctic-specific requirements"--Executive summary, page 2.

At the same time, the U.S. Department of Defense—military forces and DOD agencies—is the largest single energy consumer in the United States and the world’s largest institutional greenhouse gas emitter. In this eye-opening book, Neta Crawford traces the U.S. military’s growing consumption of energy and calls for a reconceptualization of foreign policy and military doctrine. Only such a rethinking, she argues, will break the link between national security and fossil fuels. The Pentagon, Climate Change, and War shows how the U.S. economy and military together have created a deep and long-term cycle of economic growth, fossil fuel use, and dependency. This cycle has shaped U.S. military doctrine and, over the past fifty years, has driven the mission to protect access to Persian Gulf oil. Crawford shows that even as the U.S. military acknowledged and adapted to human-caused climate change, it resisted reporting its own greenhouse gas emissions. Examining the idea of climate change as a “threat multiplier” in national security, she argues that the United States faces more risk from climate change than from lost access to Persian Gulf oil—or from most military conflicts. The most effective way to cut military emissions, Crawford suggests provocatively, is to rethink U.S. grand strategy, which would enable the United States to reduce the size and operations of the military.

However, to fully realize this potential requires the ability to rapidly identify and adapt to new opportunities presented by S&T, to effectively coordinate the efforts of the many players across the defence institution, to build an enduring knowledge base covering key domains of S&T and to apply this knowledge across the full spectrum of defence activities. Book excerpt: As Arctic sea ice recedes due to global warming, the region is facing an unprecedented increase in maritime activity creating new conditions for emerging national security concerns. This research evaluates the United States (US) Army's Arctic capability to determine if it possesses the means to achieve the strategic objectives articulated in the 2013 National Strategy for the Arctic Region and 2013 Department of Defense Arctic Strategy. This monograph argues that the US Army has an Arctic capability gap at the operational level. The capabilities are evaluated within the domains of the current US doctrinal definition of Doctrine, Organization, Training, Materiel, Leadership and Education, and Facilities (DOTMLPF). For the purposes of this monograph, DOTMLPF serves as a broad analytical framework to identify the US Army's Arctic capability gaps. This monograph concludes by addressing how the US Army can align an Arctic capability with the operational requirements of this complex environment. International competition is likely to rise as nations and corporations pursue additional energy commodities and commercial ventures, including oil and gas exploration, mineral extraction, commercial shipping, tourism, and fishing. According to the United States Geological Survey's 2008 assessment, "the Arctic accounts for about 13 percent of the undiscovered oil, 30 percent of the undiscovered natural gas, and 20 percent of the undiscovered natural gas liquids in the world." The Arctic also includes multiple prominent commercial shipping routes, the Northern Sea Route (NSR) that parallels the northern coastline of Russia, the Northwest Passage (NWP) that runs along the Arctic coast of North America, and the Transpolar Route (TPR) that runs approximately through the center of the Ocean (See Figure 1). Currently, maritime travel in the Arctic is limited, but climate change is gradually uncovering the polar region and projections suggest that, by 2030, retreating ice will allow approximately 55 days of open water access along the NSR and 45 days for the TPR while reliable navigability through the NWP will remain limited.

Book excerpt: The objective of this evaluation was to determine the extent to which the DoD has addressed the climate resilience of U.S. military installations in the Arctic and sub-Arctic. The extent of climate change is more significant in the Arctic than in most other parts of the world. The DoD's Arctic Strategy recognizes that the Arctic has direct implications for U.S. national security interests. The DoD is investing in resilient installation infrastructure and assets in the Arctic and sub-Arctic regions to support increased Arctic operations and enhanced Arctic awareness. U.S. military installation leaders at the six Arctic and sub-Arctic installations we visited did not conduct installation resilience assessments and planning required by DoD directive and public law. These conditions occurred because of a lack of DoD and Service Component emphasis on installation climate resilience.

Book excerpt: The suspected impact of climate change on natural hazards, as identified by the Inter-governmental Panel for Climate Change, is expected to lead to a world where natural disasters are more frequent and severe in nature. This thesis investigates how climate change, in particular its effect on natural disasters, will impact the Department of Defense (DoD) mission to support stability worldwide through military Foreign Disaster Relief (FDR). To do that, it examines the question, why does the United States government (USG) authorize military FDR operations? The thesis develops 12 hypotheses pertaining to political and apolitical motivations and assesses them by conducting a qualitative comparative analysis of 12 recent hydrometeorological disasters. The findings of this research suggest, first, that military FDR operations are conducted to maintain stability of nations, regions, and the world order. Second, they suggest the USG is less likely to authorize military FDR in a consistent method due to the number of factors it takes into consideration. Lastly, the USG's decision to authorize military FDR operations is not constrained by resources-such as equipment or the federal budget. In terms of climate change, increases in the frequency and severity of natural disasters is likely not to have a significant impact on military FDR operations.
