This report (1)assesses the effect of the CreditUnion Membership Access Act oncredit union membership andcharters, (2) reviews the NationalCredit Union Administration's(NCUA) efforts to expand servicesto low- and moderate-incomeindividuals, (3) compares ratesoffered by credit unions withcomparably sized banks, (4)discusses unrelated businessincome tax issues, and (5) assessestransparency of credit union seniorexecutive compensation. Toaddress our objectives, weobtained NCUA data on creditunion membership, charterchanges, efforts to target those ofmodest means, and executivedisclosure requirements. We alsoanalyzed Federal Reserve Board'sSurvey of Consumer Finances andInternal Revenue Service data.
