Through a series of structural reforms, an increasing number of countries have moved from closed, state-dominated economies to ones that are more market oriented and open to the rest of the world. Policymakers expected that these changes, in conjunction with lower rates of inflation and increased spending in the social area, would speed up economic growth, increase productivity, and lead to the creation of more jobs and greater equality. Have those expectations been fulfilled? Analyzing the impact of the reforms in nine countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Jamaica, Mexico, Peru), this study provides a detailed picture of progress to date. At the overall regional level, the book suggests, the reforms have had a surprisingly small impact: a small positive impact on investment and growth, and a small negative impact on employment and income distribution. But at the country, sectoral, and microeconomic levels, it finds evidence of strong effects, with some units doing very well and others falling behind.

Three key explanatory variables are considered: the evolution of business-state relations, US geopolitical interest in the region through the waves of trade agreements, and the political impact of the dynamics of inflows and outflows of financial capital. Although Chile is typically considered to be a successful case of a free market economy, this book presents an alternative narrative of Chile’s growth through using a Latin American Structuralist political economy perspective. While it recognises the positive results in terms of growth, it also emphasises the lack of dynamic sources for long-term development, which embeds the economy into short-term booms followed by periods of stagnation.

Book excerpt: In recent years, Intellectual Property Rights - both in the form of patents and copyrights - have expanded in their coverage, the breadth and depth of protection, and the tightness of their enforcement. Moreover, for the first time in history, the IPR regime has become increasingly uniform at international level by means of the TRIPS agreement, irrespectively of the degrees of development of the various countries. This volume, first, addresses from different angles the effects of IPR on the processes of innovation and innovation diffusion in general, and with respect to developing countries in particular. Contrary to a widespread view, there is very little evidence that the rates of innovation increase with the tightness of IPR even in developed countries. Conversely, in many circumstances, tight IPR represents an obstacle to imitation and innovation diffusion in developing countries. What can policies do then? This is the second major theme of the book which offers several detailed discussions of possible policy measures even within the current TRIPS regime - including the exploitation of the waivers to IPR enforcement that it contains, various forms of development of 'technological commons', and non-patent rewards to innovators, such as prizes. Some drawbacks of the regimes, however, are unavoidable: hence the advocacy in many contributions to the book of deep reforms of the system in both developed and developing countries, including the non-patentability of scientific discoveries, the reduction of the depth and breadth of IPR patents, and the variability of the degrees of IPR protection according to the levels of a country's development.

But will the increased influence of developing countries translate into a final agreement that is truly more development-friendly? What would be key ingredients in such a final outcome of the negotiations, and what would the developing countries really get out of it. This two volume set seeks to answer these questions. This volume (Volume 1) is issues-oriented. It takes up some key questions in the negotiations, setting the stage with a historical overview of the Doha Development Agenda to help identify issues of most significance to developing countries, and then explores select issues in greater depth. Volume 2 addresses the question of how a development-friendly outcome to the talks would affect developing countries by quantifying the impact of multilateral trade reform. It presents several different approaches to modeling the effects of the outcome of negotiations, and then investigates why these (and other) modeling efforts produce such divergent results. Aimed at policymakers and stakeholders, this two-volume effort puts into the public domain important analytical work that will improve the chance for a pro-development outcomes of the Doha round negotiations.
