Book excerpt: On September 26, 1986, the Virginia General Assembly passed Joint Resolution No. 7 (SJR-7) during the Special Session called to address the Commonwealth's transportation needs and funding. Part of that resolution directs the Virginia Department of Transportation (VDOT) to develop a plan for reducing expenditures for administration and maintenance by 5% as compared to FY 1987-88 appropriations and to continue these into the future. The plan is to achieve these purposes through improved efficiency and productivity in Department operations. In addition, the Department is requested to compare the costs of maintenance and other major nonconstruction activities with comparable activities of other states; examine bidding procedures, procurement policies and the process of obtaining rights-of-way; examine ways to accelerate the road building process; consider the most appropriate cost ceiling on projects to be built by state forces; and make recommendations to the 1987 regular session of the General Assembly regarding these considerations. This report, prepared in response to SJR-7, parallels the subject areas set for in the Resolution and is viewed by the Department as an opportunity to communicate specific aspects of its commitment to a long-run, continuing focus on efficiency, as well as a means whereby to bring to the attention of the General Assembly issues which may be important to the efficient maintenance and construction of the transportation system as the Commonwealth approaches the 21st century. This report provides a status of the current innovative environment in VDOT, focuses on productivity improvement plans to cut unit costs, and describes processes and programs the VDOT has instituted which will foster a continuing effort of improvements in productivity over the long term.

Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. To ensure that the ERCs continue to be a source of innovation, economic development, and educational excellence, A New Vision for Center-Based Engineering Research explores the future of center-based engineering research, the skills needed for effective center leadership, and opportunities to enhance engineering education through the centers.

The first volume was published by Springer in 2012 (Griffin, P., McGaw, B. & Care, E., Eds., Assessment and Teaching of 21st Century Skills, Dordrecht: Springer). The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks. The tasks are formulated so that reporting of student performance can guide implementation in the classroom for use in teaching and learning. How simple tasks can act as platforms for development of 21st century skills is demonstrated, with the concurrent technical infrastructure required for its support. How countries with different languages and cultures participated and contributed to the development process is described. The psychometric qualities of the online tasks developed are reported, in the context of the robustness of the automated scoring processes. Finally, technical and educational issues to be resolved in global projects of this nature are outlined.

In Switzerland these enterprises constitute 97% of all Swiss companies and employ 67% of the working population. These figures clearly demonstrate that SMEs are the backbone of the Swiss economy. Although the type of companies studied varied considerably in size, the concrete measures surfaced in the research that stimulate creativity and innovation are mostly size irrelevant. The belief that large corporations’ ability to apply costly measures, would outplay SMEs proved to not necessarily hold true. This can be explained by the fact that organisational culture is predominantly about human interaction. It is about the people as they are the ones armed with great ideas. This study further reveals that these creative thoughts and ideas are frequently developed in a friendly atmosphere where people from different divisions can come together and exchange ideas. Creative hunches often occur through informal exchanges where work and social interactions are encouraged in everyday life. Therefore, not only places for “doing” need to be provided, but places for “being” are equally important. This human-centric orientation must be further supported by employee empowerment, trust and the freedom to take actions on behalf of the company. These values have a powerful impact on individuals and make them engage by means of intrinsic motivation. The synergy of these factors provides a lively melting pot where the communication culture promotes an honest exchange of opinions. This is considered as the most productive method in achieving great results. However, without the active role of management support, no such culture can be achieved. Impartially rewarding achievements, embracing uncertainty, allowing risk-taking and mistakes are prerequisites for innovation. Implementation of these factors may appear to be straightforward, however, it demands a high degree of letting go. These components must form an integral part of company strategies and are effective if they are not only clearly communicated throughout the entire workforce in a consistent manner, but also experienced and lived by employees in the daily operations and interactions. This clearly answers Drucker’s question - “how much of innovation is inspiration, how much is hard work?” - and shows the great degree of influence that is held by management support.
