Download or read book Creating an Effective Regional Alignment Strategy for the U S Army written by Raven Bukowski and published by . This book was released on 2014 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: "As the war in Afghanistan draws to a close, the Army increasingly is focused upon 'regionally aligning' its forces. To do so effectively, however, it must undertake several initiatives. First, the Army must acknowledge and liberate the unique productive capabilities (talents) of each individual. Second, it must shift from process-oriented, industrial age personnel management to productivity-focused, information age talent management. Third, the Army must foster enduring human relationships between its organizations and the governments, militaries, and populations to which they are regionally aligned. Hand in hand with this, it must redesign its Force Generation Model to create regional expertise at both individual and organizational levels. Finally, the Army must ensure that regional alignment does not degrade the worldwide 'flex' capabilities of its forces"--Publisher's web site.

This book was released on 2015-01-18 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph focuses upon "regional alignment," viewed by many as critical if the Army is to remain both relevant and effective in the 21st century security environment. Despite its title, the monograph is part of the Strategic Studies Institute's ongoing "talent management" series. In fact, the authors argue that world class talent management is a necessary pre-condition to creating an effective regional alignment strategy for the Army. They identify several serious challenges to creating a workable regional alignment of Army units, most of which hinge upon understanding and liberating the unique talents of individual soldiers and civilians. They also argue that the Army's current Force Generation Model is not conducive to creating and maintaining regionally expert units and must be adjusted accordingly.

Book Strategic Analysis of Regional Alignment of United States Army Forces

Download or read book Strategic Analysis of Regional Alignment of United States Army Forces written by John R. Bray and published by . This book was released on 2013 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the Army transitions from its operational missions in Afghanistan and sets the conditions for the Army of 2020, a new strategy for managing forces has been developed that regionally aligns Army forces to Combatant Commanders. Regional Alignment of Forces (RAF) provides for a scalable and tailorable approach in meeting the Combatant Commander's requirements with the expertise and understanding of culture, geography, language, and the operating environment in which Army forces may operate. This paper provides an analysis on the ends, ways, and means through the functional areas of force structure, training and readiness, and funding. Recommendations are provided that may enable the Army to realize the full potential of RAF. They include ensuring force structure processes are focused on tailorable and scalable formations for both the Active and Reserve component; adapting innovated partnering initiatives within the Army's current bench of experts and interagency to create a solid base of language and cultural experts; and evaluating the Army's current funding process for the operational force.

Book U S Army Regionally Aligned Forces

Book excerpt: "This National Security Watch describes the Army's central role in national defense. Despite large reductions in manpower, it is still the provider of the preponderance of forces deployed in support of the National Defense Strategy, addressing enduring joint force requirements, new security risks and theater security cooperation demands, while simultaneously maintaining the ability to mitigate future unknown risks. The Army has purposely developed the regionally aligned forces (RAF) policy as the most efficient and effective way to meet command requirements. However, even with the RAF policy, the growing strategy/resources mismatch is on track to create an unacceptable level of risk. Reduction of Total Army endstrength must be analyzed again, as current plans are calling for a reduction so drastic that the Army will not be able to perform essential duties without unnecessary risks to its Soldiers and to the nation"--Publisher's web site.

Book Managing a Globally Engaged Army

Download or read book Managing a Globally Engaged Army written by Robert A. Dawson and published by . This book was released on 2014 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research paper examines the impact of the United States Army's Regional Alignment of Forces (RAF) Policy on the Army's ability to generate trained and ready forces through the Army Force Generation (ARFORGEN) process, and impact on the six geographic combatant commands. Regional alignment of forces provides combatant commands with Army units prepared for employment across the range of military operations specific to a geographic region of the world. Maintaining the Army Force Generation process allows the Army to prioritize resources and manage readiness for Army operating units supporting regionally aligned and contingency missions. However, refining both the Regional Aligned Force and Army Force Generation policies allows the Army to better prepare and manage Army forces for combatant command employment. Twelve policy recommendations are provided to enhance Regionally Aligned Force and Army Force Generation policies within the doctrine, organization, training, material, leadership and education, personnel and facilities (DOTMLPF) construct.

Available in PDF, EPUB and Kindle. Book excerpt: In May of 2012, with budget and manpower cuts looming, General Ray Odierno announced his vision and strategy for the future Army. He highlighted a more capable, adaptable, and responsive force that would remain industriously engaged in a regionally aligned concept. The Regionally Aligned Force (RAF) Strategy provides each combatant commander with the ability to shape their environment through perpetually dedicated units that are culturally and geographically oriented. It intimates an army with an expanded global presence that is used to shape foreign nations for the benefit of national interests. In this light the strategy conveys a similar connotation to that of imperialism throughout history. This study seeks to answer if the RAF Strategy represents a modern version of imperialism, and therefore, if any historical lessons bear relevance to its execution in the modern information age. It focuses on the vanguard execution of the regionally aligned concept by the Second Armored Brigade Combat Team, First Infantry Division in Africa and the Chinese employment of Dependency Theory in Africa, to assess the applicability of these historical lessons and evaluate the efficacy of the strategy.

Book Building Leaders for the Application of Strategic Landpower

Download or read book Building Leaders for the Application of Strategic Landpower written by Barry E. Daniels (Jr.) and published by . This book was released on 2014 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent conflicts illustrate that war remains a contest of wills between human adversaries. If influencing an opponent's will remains decisive, then the Army must develop leaders who understand the human dimension of war and are capable of thinking strategically. Given that the Army is moving toward a system of regional alignment focused on preventing conflict by influencing allies and partners, the Army needs to develop leaders who can develop subordinate leaders more effectively, understand complexity, operate among disparate cultures, and communicate persuasively. The Army should take steps to train good leaders to be good leader developers, enhance senior leaders' opportunity to gain understanding of complexity, improve cross-cultural skills, and improve communication skills to ensure that the Army is led by leaders who understand how to properly apply strategic landpower in the future.

Book Preparing the Army for Stability Operations

Download or read book Preparing the Army for Stability Operations written by Thomas S. Szayna and published by Rand Corporation. This book was released on 2007 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.
