Whereas previous histories of the idea of economic development have focused on 'First World' theorists, this book considers theorists in two 'backward' countries who made important contributions to the field. Latin America is well known to economic historians as the region that gave rise to the Structuralist school and Dependency movement. Less well known is the fact that East Central Europe is important as the early training ground and the empirical concern of the first generation of development economists. This comparative study examines the ways in which economists and other social scientists in Romania and Brazil confronted the issues of economic backwardness.

Following the First World War, there was a widespread feeling that the unchecked free-market competition had given rise to financial crisis, social unrest, and chronic underdevelopment. With people and governments across the world looking for an alternative to laissez-faire capitalism, Brazil took a central role in experimenting with a "third path" between capitalism and communism: corporatism. Remaking Capitalism: A Global History of Corporatism in Brazil, 1920s-1960s argues that corporatism transformed the Brazilian state into an agent of economic development, and it explains why it matters that this transformation was engineered under an authoritarian regime. Melissa Teixeira incorporates wide-ranging legal, economic, and cultural sources to document the process of state-building from the perspective of government ministries and grocery markets alike from 1917 to the 1950s. During the Getulio Vargas regime (1930-45), especially, the state took an unprecedented role in controlling social pressures and economic growth via wage and price agencies, labor tribunals and technical councils. Teixeira looks beyond categorical authoritarianism to explain how corporatism constituted an early experiment with the mixed economy as a path to development, combining state planning with a market economy. Corporatism, she shows, generated a model of development dependent on uneven and unequal citizenship, in which economic interests-and not individuals-organized and petitioned through the state. With Brazil at the center of this story of economic experimentation, Remaking Capitalism centers the Global South in the longer history of the production of economic thought. Book excerpt: Since the mid-1980s, whimsical, brightly colored wood carvings from the Mexican state of Oaxaca have found their way into gift shops and private homes across the United States and Europe, as Western consumers seek to connect with the authenticity and tradition represented by indigenous folk arts. Ironically, however, the Oaxacan wood carvings are not a traditional folk art. Invented in the mid-twentieth century by non-Indian Mexican artisans for the tourist market, their appeal flows as much from intercultural miscommunication as from their intrinsic artistic merit. In this beautifully illustrated book, Michael Chibnik offers the first in-depth look at the international trade in Oaxacan wood carvings, including their history, production, marketing, and cultural representations. Drawing on interviews he conducted in the carving communities and among wholesalers, retailers, and consumers, he follows the entire production and consumption cycle, from the harvesting of copal wood to the final purchase of the finished piece. Along the way, he describes how and why this "invented tradition" has been promoted as a "Zapotec Indian" craft and explores its similarities with other local crafts with longer histories. He also fully discusses the effects on local communities of participating in the global market, concluding that the trade in Oaxacan wood carvings is an almost paradigmatic case study of globalization.

In response, scholars have begun to reassess social theory from the standpoints of groups and places outside of the European context upon which most grand theory is based. Here a distinguished group of scholars reevaluates widely accepted theories of state, property, race, and economics against Latin American experiences with a two-fold purpose. They seek to deepen our understanding of Latin America and the problems it faces. And, by testing social science paradigms against a broader variety of cases, they pursue a better and truly generalizable map of the social world. Bringing universal theory into dialogue with specific history, the contributors consider what forms Latin American variations of classical themes might take and which theories are most useful in describing Latin America. For example, the Argentinian experience reveals the limitations of neoclassical descriptions of economic development, but Charles Tilly's emphasis on the importance of war and collective action to statemaking holds up well when thoughtfully adapted to Latin American situations. Marxist structural analysis is problematic in a region where political divisions do not fully expresses class cleavages, but aspects of Karl Polanyi's socioeconomic theory cross borders with relative ease. This fresh theoretical discussion expands the scope of Latin American studies and social theory, bringing the two into an unprecedented conversation that will benefit both. Book excerpt: The Novgorod region of Russia is a sparsely populated area about the size of Ireland better known for its medieval archaeology and folklore than for anything else. Although Novgorod began the post-Soviet period with no unusual endowment of natural or human resources, it has attracted a large amount of foreign investment. Its dramatic economic success and political innovation have impressed observers. Local governments deliver benefits and services reliably, and the regional government responds quickly to citizens' needs and demands. Something noteworthy is happening in Novgorod that does not square with familiar headlines about contemporary Russia: oligarchs and oil, ethnic tensions and corruption.Nicolai N. Petro attempts to explain the Novgorod phenomenon by seeking answers at the regional level. Novgorod is, he finds, a model of effective democratic consolidation. Petro suggests that the region owes its unexpected recent success to its political elites, who have identified key cultural symbols and used those symbols to promote democratic development. Drawing on comparisons with other regions and countries, Petro finds that these cultural tactics often yield better results than do Western-style institutions and educational training programs. "Current efforts to promote democracy focus too much on structural changes and not enough on the conditions needed to sustain them," Petro writes. "For the rule of law, free markets, and free and fair elections to gain broad public support, they must first make sense within the local cultural tradition." The unexpected success of regional democratic development in a country not known for its democratic traditions suggests that local governments can transform the burden of the past into an ally of change, a finding with implications for democratic development initiatives in other areas of the world.

This phenomenon has traditionally been seen in terms of ‘Minoanisation’, but the nature and degree of Cretan influence, and the process/processes by which it was spread and adopted, have been widely debated. This new study addresses the question of ‘Minoanisation’ through a study of the adoption of Cretan technologies in the wider southern Aegean: principally, weaving technology. By the early Late Bronze Age, Cretan-style discoid loom weights had appeared at a number of settlements across the southern Aegean. In most cases, this represents not only the adoption of a particular type of loom weight, but also the introduction of a new weaving technology: the use of the warp-weighted loom. The evidence for, and the implications of, the adoption of this new technology is examined. Drawing upon recent advances in textile experimental archaeology, the types of textiles that are likely to have been produced at a range of sites both on Crete itself and in the wider southern Aegean are discussed, and the likely nature and scale of textile production at the various settlements is assessed. A consideration of the evidence for the timing and extent of the adoption of Cretan weaving technology in the light of additional evidence for the adoption of other Cretan technologies is used to gain insight into the potential social and economic strategies engaged in by various groups across the southern Aegean, as well as the motivations that may have driven the adoption and adaptation of Cretan cultural traits and accompanying behaviors. By examining how technological skills and techniques are learned and considering possible mechanisms for the transmission of such technical knowledge and know-how, new perspectives can be proposed concerning the processes through which Cretan techniques were taken up and imitated abroad.

After the Second World War demolished the old order, a group of economists and policymakers from across Latin America imagined a new global economy and launched an intellectual movement that would eventually capture the world. They charged that the systems of trade and finance that bound the world’s nations together were frustrating the economic prospects of Latin America and other regions of the world. Through the UN Economic Commission for Latin America, or CEPAL, the Spanish and Portuguese acronym, cepalinos challenged the orthodoxies of development theory and policy. Simultaneously, they demanded more not less trade, more not less aid, and offered a development agenda to transform both the developed and the developing world. Eventually, cepalinos established their own form of hegemony, outpacing the United States and the International Monetary Fund as the agenda setters for a region traditionally held under the orbit of Washington and its institutions. By doing so, cepalinos reshaped both regional and international governance and set an intellectual agenda that still resonates today. Drawing on unexplored sources from the Americas and Europe, Margarita Fajardo retells the history of dependency theory, revealing the diversity of an often-oversimplified movement and the fraught relationship between cepalinos, their dependentista critics, and the regional and global Left. By examining the political ventures of dependentistas and cepalinos, The World That Latin America Created is a story of ideas that brought about real change.

Book excerpt: Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world’s federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. To expand the repertoire of how even unitary states can respond to territorially concentrated minorities with some secessionist desires, the authors develop a revised theory of federacy and show how such a formula helped craft the recent peace agreement in Aceh, Indonesia. Empirically thorough and conceptually clear, Crafting State-Nations will have a substantial impact on the study of comparative political institutions and the conception and understanding of nationalism and democracy.
