Book excerpt: This paper discusses the effects of monetary indexation on the revenues from monetization in Iceland. The paper starts by showing that monetization revenues fell sharply after indexation was introduced in 1979 and evaluates the different and partly ambiguous factors behind this development. The fiscal consequences are then examined in light of the fact that revenues from monetization have traditionally made up a substantial part of Government revenues in Iceland. Different policy options are simulated using the framework of the public finance approach to inflation. The simulations focus on the relation of fiscal deficits to inflation, output growth, and internal and external debt.

Book excerpt: TIlis volume contains the contributions to the Euromech Colloquium No. 241 on Nonlinear Waves in Active Media at the Institute of Cybernetics of the Estonian Academy of Sciences, Tallinn, Estonia, USSR, September 27-30, 1988. The Co-chairmen of the Euromech Colloquium felt that it would be a good service to the community to publish these proceedings. First, the topic itself dealing with various wave processes with energy influx is extremely interesting and attracted a much larger number of participants than usual - a clear sign of its importance to the scientific community. Second, Euromech No. 241 was actually the first Euromech Colloquium held in the Soviet Union and could thus be viewed as a milestone in the extending scientific contacts between East and West. At the colloquium 50 researchers working in very different branches of sci ence met to lecture on their results and to discuss problems of common interest. An introductory paper by I. Engelbrecht presents the common motivation and background of the topics covered. Altogether 36 speakers presented their lectures, of which 30 are gathered here. The remaining six papers which will appear elsewhere are listed on page X. In addition, three contributions by authors who could not attend the colloquium are included. The two lectures given by A.S. Mikhailov, V.S. Davydov and V.S. Zykov are here published as one long paper.

Book excerpt: The U.S. Nuclear Regulatory Commission (NRC) has prepared this environmental impact statement (EIS) in response to an application submitted by Northwest Medical Isotopes, LLC (NWMI) for a construction permit for the NWMI medical radioisotope production facility. The EIS includes the analysis that evaluates the environmental impacts of the proposed action and considers the following alternatives to the proposed action: (1) the no-action alternative (i.e., the construction permit is denied), (2) one alternative site, and (3) two alternative technologies. After weighing the environmental, economic, technical, and other benefits against environmental and other costs, and considering reasonable alternatives, the NRC staff's recommendation, unless safety issues mandate otherwise, is to issue a construction permit to NWMI. While successful in many cases, this approach has been increasingly criticized for being technocratic and ignoring the behavioral and political dimensions of most policy processes. In recent decades, increased awareness of the multi-actor, multiple perspective, and poly-centric character of many policy processes has led to the development of a variety of different perspectives on the styles and roles of policy analysis, and to new analytical tools and approaches – for example, argumentative approaches, participative policy analysis, and negotiation support. As a result, the field has become multi-faceted and somewhat fragmented. Public Policy Analysis: New Developments acknowledges the variety of approaches and provides a synthesis of the traditional and new approaches to policy analysis. It provides an overview and typology of different types of policy analytic activities, characterizing them according to differences in character and leading values, and linking them to a variety of theoretical notions on policymaking. Thereby, it provides assistance to both end users and analysts in choosing an appropriate approach given a specific policy situation. By broadening the traditional approach and methods to include the analysis of actors and actor networks related to the policy issue at hand, it deepens the state of the art in certain areas. While the main focus of the book is on the cognitive dimensions of policy analysis, it also links the policy analysis process to the policymaking process, showing how to identify and involve all relevant stakeholders in the process, and how to create favorable conditions for use of the results of policy analytic efforts by the policy actors. The book has as its major objective to describe the state-of-the-art and the latest developments in ex-ante policy analysis. It is divided into two parts. Part I explores and structures policy analysis developments, the development and description of approaches to diagnose policy situations, design policy analytic efforts, and policy process conditions. Part II focuses on recent developments regarding models and modeling for policy analysis, placing modeling approaches in the context of the variety of conditions and approaches elaborated in Part I.
