Plus encore que pour d'autres époques, il a paru raisonnable de ne pas perdre de vue l'articulation du droit public général (souvent source de cohérence...), non plus que le dynamisme des forces politiques et sociales (souvent source de dispersion...). L'Ancien Régime finissant avait déjà construit l'Administration comme une mise en œuvre des options gouvernementales. Cet exercice institutionnel devient sans doute plus difficile à l'intérieur du triptyque désormais classique des pouvoirs ; mais, s'il demeure d'une nature plus proche de l'exécutif, il ne néglige ni le recours nécessaire à la réglementation, ni le respect d'un équilibre qui se veut juste. Dans cet ensemble où se joue l'action publique, la présente étude s'est concentrée sur certains points essentiels : s'attachant d'abord à la situation de l'administration au sein de l'Etat et à ses aménagements locaux ; envisageant ensuite l'impératif service de la Justice, dont le principe veut qu'elle inspire toutes décisions à l'intérieur de l'Etat ; enfin terminant cette trilogie par le service indispensable des finances qui assurent la vie matérielle de la communauté étatique. Restait à donner un exemple des réseaux multiples de services qui s'accrochent au niveau central de l'Administration. Pour ce faire, on a choisi le service des travaux publics, dont l'ancienneté est le meilleur garant de la solidité et de la finesse de sa technique.
