Book Country Assistance Evaluation Retrospective

Download or read book Country Assistance Evaluation Retrospective written by World Bank and published by World Bank Publications. This book was released on 2005-01-01 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is a self-evaluation of the Operations Evaluation Department's (OED) Country Assistance Evaluations (CAEs). CAEs examine World Bank performance in a particular country, usually over the past four to five years, and report on its conformity with the relevant Bank Country Assistance Strategy (CAS) and on the overall effectiveness of the specific CAS. This Retrospective addresses the question "What Have We Learned?" by compiling lessons relevant for developing country assistance strategies from the most recent batch of CAEs. Second, it assesses revisions to the CAE process.

Book Assessing Aid

Download or read book Assessing Aid written by and published by World Bank Publications. This book was released on 1998 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted. It examines how development assistance can be more effective at reducing global poverty and gives five mainrecommendations for making aid more effective: targeting financial aid to poor countries with good policies and strong economic management; providing policy-based aid to demonstrated reformers; using simpler instruments to transfer resources to countries with sound management; focusing projects oncreating and transmitting knowledge and capacity; and rethinking the internal incentives of aid agencies.

Book Participatory Approaches to Country Assistance Strategies

Download or read book Participatory Approaches to Country Assistance Strategies written by Barbara L. Boyd and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This note focuses on the experiences, in four African countries, of using participatory approaches to allow borrower counterparts and civil society groups, to influence country assistance strategies (CAS) priorities. While it is demonstrated that each process needs to be tailored to the specific situation of a given country at a particular time, it also highlights significant commonalities. Cases are compared in Kenya, where the current CAS is focused on public sector reform in response to civil society demands, and in Sierra Leone, where the CAS process assisted the Government in ascertaining the development priorities of local stakeholders, during the hardships of post-conflict instability, as well as comparisons in Senegal, and Uganda. The reasons for undertaking CASs in a participatory manner include improving the Bank understanding of the CAS document, by tapping into local knowledge to ensure community concerns, and, helping to increase transparency, and public understanding of Bank/government partnerships, in addition to enhancing stakeholder participation in lending, and non-lending operations, including implementation of CASs. Recommendations for this participatory approach suggest supportive country teams, ensuring the understanding of implications by senior borrower counterparts, committed to this approach, and utilizing early strategic planning, and processing.

Book World Bank Group Assistance to Low Income Fragile and Conflict Affected States

Download or read book World Bank Group Assistance to Low Income Fragile and Conflict Affected States written by The World Bank and published by World Bank Publications. This book was released on 2015-05-13 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fragile and conflict-affected states (FCS) have become an important focus of World Bank Group assistance in recent years as recognition of the linkages between fragility, conflict, violence, and poverty has grown. Addressing issues of recurring conflict and political violence and helping build legitimate and accountable state institutions are central to the Bank Group's poverty reduction mission. This evaluation assesses the relevance and effectiveness of World Bank Group country strategies and assistance programs to FCS. The operationalization of the World Development Report 2011: Conflict, Security, and Development (2011 WDR) is also assessed, to see how the framework has been reflected in subsequent analytical work, country assistance strategies, and the assistance programs. The evaluation framework was derived from the concepts and priorities articulated in recent WDRs, policy papers, and progress reports issued by Bank Group management, to draw lessons from FCS. The framework is organized around the three major themes emerging from the 2011 WDR: building state capacity, building capacity of citizens, and promoting inclusive growth and jobs. The evaluation focuses on International Development Association (IDA)-only countries, which are deemed to have certain characteristics such as very low average income and no access to private finance, making them eligible for special finance tools and programs. As the benchmark for measuring results, Bank Group performance is evaluated in 33 fragile and conflict-affected states against that of 31 IDA-only countries that have never been on the FCS list. Six new country case studies; analyses of Bank Group portfolios; human resources and budget data; secondary analysis of IEG evaluations; background studies including those on aid flows, gender, private sector development, and jobs; and surveys of Bank Group staffs and stakeholders are also included in the evaluation.

Book The Poverty Reduction Strategy Initiative

Download or read book The Poverty Reduction Strategy Initiative written by William G. Battaile and published by World Bank Publications. This book was released on 2005 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an independent assessment of the Poverty Reduction Strategy Initiative for the World Bank as well as the broader development community. It offers a in-depth review of the progress thus far, with particular focus on the role and effectiveness of the Bank's support, drawing from extensive discussions with national stakeholders in Poverty Reduction Strategy (PRSP) countries, research and analytical work, and country case study reports on ten PRSP countries: Albania, Cambodia, Ethiopia, Guinea, Mauritania, Mozambique, Nicaragua, Tajikistan, Tanzania, and Vietnam. The author of The Poverty Reduction Strategy Initiative concludes that the Initiative has led to improvements in national strategies and processes in some low-income countries, such as an increased poverty focus, a higher profile for monitoring results, and better donor-government dialogue. However, the contribution to broad poverty reduction, especially in more difficult country environments, is largely in jeopardy without significant changes. The author argues that the Initiative should be reoriented toward improving domestic processes and less on completion of documents, customizing the approach to particular country circumstances, filling analytical gaps to better understand which actions will provide the greatest poverty pay-off, and making sure the assistance programs of external partners are anchored in the country's poverty reduction strategy.
