Book excerpt: The Levy Control Framework (LCF) limit is due to increase significantly from £3.184 billion in 2013-14 to £7.6 billion by 2020-21. The funds raised and spent via the LCF will soon surpass DECC's departmental budget. There must be transparent arrangements which ensure that Parliament has adequate oversight of how these funds are raised and spent, particularly in the light of public concern over the cost of energy bills. This report has been produced ahead of Parliament's consideration of the Supplementary Estimates 2013-14 in order to draw to the House's attention the annual derogation obtained by DECC from HM Treasury to remove LCF-related expenditure and revenues from its Supplementary Estimates. The current situation has led to an absence of LCF-related reporting in the Department's end year Accounts. The Committee would like to debate in the House: the implications of DECC's levy-funded schemes along with other government initiatives which affect energy bills but which fall outside of the LCF; and the current inadequate reporting arrangements relating to LCF spending and revenues; and the developing plans for improving these arrangements and enhancing Parliamentary oversight in the future

Book excerpt: Food waste in the EU and the UK is clearly a huge issue. 15 million tonnes of food wasted in the UK each year equating to a financial loss to business of at least £5 billion per year. Environmentally, the carbon footprint of worldwide food waste is equivalent to twice the global greenhouse gas emission of all road transportation in the USA. The new European Commission, which will be appointed in November this year, should publish a five year strategy for reducing food waste across the EU, and do so within six months of taking office. There is also much that can be done domestically, and in particular by the big retailers, to reduce food waste. Supermarkets need to look again at offers such as 'buy one get one free', which can encourage excess consumption which leads to food waste. Supermarkets must also work much more closely with their suppliers so as not to cancel pre-ordered food which has been grown, is perfectly edible and is then ploughed straight back into the field. The UK Government has a role to play in encouraging cooperation throughout the supply chain. They can also consider whether tax incentives might be used to encourage retailers to ensure unsold food that is still fit for human consumption is actually eaten by people, for example by working with food banks, rather than sent to compost or for energy recovery, or even landfill, as is often the case at present

Book excerpt: This report describes part of the research carried out to support the Impact Assessment of the legislative proposal amending Directive 2008/98/EC, in relation to the part focusing on setting legally binding food waste reduction targets. It illustrates: the outcome of the public consultation on the revision of the Waste Framework Directive, for the part concerning food waste, which showed a high level of agreement with setting legally binding food waste reduction targets ; the results of targeted consultation and data collection on food waste prevention initiatives from stakeholders and Member States (MSs), trough the submission of two questionnaires, aimed at collecting quantitative data on costs and results of food waste prevention initiatives ; the results of an analysis of policy initiatives on food waste prevention undertaken by EU MSs, in terms of efforts and results achieved, which showed some discrepancies between formal commitment to SDG target 12.3 and concrete measures implemented. The high heterogeneity of the food waste prevention initiatives collected is reflected in the high variability of the reported cost of food waste reduction. Few MSs have applied an evidence-based policymaking strategy with medium- or long-term outlooks, while the majority have put in place sporadic initiatives. The evidence gathered suggests that further efforts are needed to monitor food waste quantities and to evaluate the effectiveness of country level food waste prevention initiatives.

Book excerpt: Reducing food waste has become a policy priority in recent years as many studies show that a significant amount of food is wasted at various stages of the food supply chain. However, the economic impacts of food waste reduction have not been studied in depth as most of the studies in the literature ignore the cost and feedback effects. The aim of this report is to develop a general framework to analyse the economic impacts of reducing food waste in EU28 in both a global and a regional context in support of the EU policy making process on food waste reduction. For the purposes of this study, we employ the CGEBox toolbox which is a flexible, extendable, and modular code basis for CGE modelling. The default configuration of CGEBox used in this study covers the global economy with a detailed representation of the agriculture and food production sector whereas the EU28 is modelled at NUTS-II level. The impact of a food waste reduction equal to 5% of the intermediate input use of food processing sectors under two different cost assumptions is analysed in the scenarios. Firstly, in the cost neutral scenario, we assume that the cost of reducing food waste is equal to the monetary savings for the food processing industry. Secondly, in the pessimistic scenario, we assume that the cost of reducing food waste is twice as much as the cost savings made by reducing food waste. The results suggest that a unilateral commitment by the EU to reducing food loss and waste would most likely decrease the competitiveness of the EU's food processing. Reduced demand for primary agricultural inputs would shrink the EU's agricultural sectors, putting pressure on farm incomes and land prices. The contribution to global food security would be very minor. The impact on emissions relevant to climate change at global level is also minor, with a very limited contribution within the EU.
