Book excerpt: Questions concerning whether the government is adequately prepared to conduct research and development (R & D) to counter terrorism have focused on priority-setting, coordination, and the need to link R & D to terrorist threats. Since September 11, 2001, planning and coordination mechanisms have been developed in the White House2s Office of Homeland Security (OHS) and Office of Science and Technology Policy (OSTP), and in individual agencies. P.L. 107-296, the Homeland Security Act of 2002 (H.R. 5005) consolidates some federal R & D programs in a new Department of Homeland Security (DHS). DHS2s R & D funding responsibilities are estimated to total over $800 million annually. Funds have not yet been appropriated for DHS for FY2003. P.L. 107-305 (H.R. 3394), funds new cybersecurity R & D to deal with terrorist attacks. Current policy issues focus on implementation, and deal with coordination of prioritysetting between DHS, other agencies, and existing R & D coordination bodies; and mechanisms for congressional oversight of homeland security and counterterrorism R & D. This report will be updated as events warrant.

Book excerpt: The Office of Homeland Security (OHS), created by Executive Order 13228, does not list R & D among its major responsibilities, but R & D is a topic of one of the interagency Policy Coordination Committees attached to the Homeland Security Council (HSC), OHS's interagency group. The director of the Office of Science and Technology Policy (OSTP) was not named to participate in OHS activities, but an OSTP staff member is filling the HSC interagency R & D policy coordination role. Proposals have been made to expand the interagency Technical Support Working Group and the Defense Department's Defense Advanced Research Projects Agency, which have funded counterterrorism R & D in the past. S. 2452, the Lieberman substitute agreed to by the Governmental Affairs Committee, would give broader R & D authority to a national homeland security department.

Each department and agency provides specific counter-terrorism training targeted to given categories of recipients. Training recipients include federal, state, and local government personnel, emergency responders, and private and public critical infrastructure personnel. The programs train individuals to prepare for, respond to, and recover from terrorist attacks. Most of these federal departments and agencies provide training in conjunction with private and public educational institutions, federal laboratories, and federal research and development centers. The mission of DHS to secure the nation from terrorist attacks gives it primary federal responsibility for providing counter-terrorism training to federal, state, and local emergency responders. Other departments and agencies provide counterterrorism training, but these programs focus either on specific critical infrastructure sectors, such as energy and transportation, or on specific emergency responders, such as HHS training for medical personnel and DOJ training for law enforcement personnel. DHS provides training to a wide range of critical infrastructure personnel, law enforcement and other emergency responders, government (federal, state, and local) personnel, and medical personnel. This report is an overview of the major training activities and facilities of the federal departments and agencies that provide counter-terrorism training.
