Book excerpt: This study examines the counterinsurgency strategies and practices adopted by threatened regimes and the conditions under which U.S. "small-footprint" partnerships are likely to help these governments succeed. The report's findings are derived from a mixed-method research design incorporating both quantitative and qualitative analysis. Simple statistical analyses are applied to a dataset of counterinsurgencies that have terminated since the end of the Cold War (72 in all), and more in-depth analyses are provided of two recent cases of U.S. partnerships with counterinsurgent regimes, in the Philippines and Pakistan. The quantitative analysis finds that the cases of small-footprint U.S. operations that are commonly touted as "success stories" all occurred in countries approximating a best-case scenario. Such a verdict is not meant to deny the importance of U.S. assistance; rather, it is meant to highlight that similar U.S. policies with less promising partner nations should not be expected to produce anywhere near the same levels of success. The majority of insurgencies have taken place in worst-case conditions, and in these environments, counterinsurgent regimes are typically unsuccessful in their efforts to end rebellion, and they often employ violence indiscriminately. The case studies of the Philippines and Pakistan largely reinforce the findings of the quantitative analysis. They also highlight the challenges the United States faces in attempting to influence partner regimes to fight counterinsurgencies in the manner that the United States would prefer. The study concludes with policy recommendations for managing troubled partnerships.

In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. In reacting to these various insurgencies, the Indian state has employed a combined approach of force, dialogue, accommodation of ethnic and minority aspirations and, overtime, the state has established a tradition of negotiation with armed ethnic groups in order to bolster its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving the Mizo insurgency, it has only incited levels of violence with regard to others. Within this backdrop of ongoing Indian counter-insurgency, this study provides a set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses. The study focuses on the national institutions responsible for formulating India’s national security policy dealing with counter-insurgency – such as the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs and the Indian military apparatus. Furthermore, it studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Notably, the study traces the ideational influence of Kautilya and Gandhi in India’s overall response to insurgencies. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. This book will be of much interest to students of counter-insurgency, Asian politics, ethnic conflict, and security studies in general.

Book excerpt: When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.

While countering the Shining Path insurgency in Peru, the state employed three different strategies. In the end, the state recognized that the insurgency was elitist based and launched a successful counter-leadership targeting campaign to defeat the insurgency. While countering the Malayan Communist Party insurgency in Malaya, the state employed two different strategies. In the end, the state recognized that the insurgency could be limited to the ethnic Chinese community and adopted a successful campaign to separate the insurgents from the population.
