Book School Admission and Exclusion Appeal Panels

Download or read book School Admission and Exclusion Appeal Panels written by Council on Tribunals (Great Britain) and published by . This book was released on 2003 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: This special report details the operation of school admission and exclusion appeal panels in England and Wales. Its findings include the restatement of the Council's concerns regarding the lack of independence of admission and exclusion appeal panels, particularly the over-representation of teachers, and the recent decision to increase the number of teachers on exclusion appeal panels. There is also a need for: better guidance and information for parents about the appeals process and access to local representation services; and a clear and uniform policy on training for panel members, particularly panel Chairs. The key recommendations are: exclusion appeals should be heard by the Special Educational Needs and Disability Tribunal which has legally qualified chairs and a national structure; and admission appeals should be organised on a regional rather than a local basis, as an interim measure pending the establishment of a national appeals system.

Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the techniques, mechanisms and architectures of the way disputes are processed in England and Wales. Adopting a comparative approach, it evaluates the current state of the main different types of dispute resolution systems, including business, consumer, personal injury, family, property, employment and claims against the state. It provides a holistic overview of the whole system and suggests both systemic and detailed reforms. Examining dispute resolution pathways from users' perspectives, the book highlights options such as ombudsmen, regulators, tribunals and courts as well as mediation and other ADR and ODR approaches. It maps numerous sectoral developments to see if learning might be spread to other sectors. Several recurrent themes arise, including the diversification in the use of techniques; adoption of digital, online and artificial technology; cost and funding constraints; the emergence of new intermediaries; the need to focus accessibility arrangements for people and businesses that need help with their problems; and identifying effective ways for achieving behavioural change. This timely study analyses the shift from adversarial legalism to softer means of resolving social problems, and points to a major opportunity to devise an imaginative and holistic strategic vision for the jurisdiction.
