Book excerpt: Though it is estimated that about half of the world's population is bilingual, the estimate for the United States is well below 20% (Grosjean, 2010). Amid growing recognition of the need for second language skills to facilitate international commerce and national security and to enhance learning opportunities for non-native speakers of English, many U.S. public, charter, and private schools have developed dual-language immersion (DLI) programs. The goal of these programs is to help the growing number of language minority students learn English and achieve academically, while giving language majority students the opportunity to develop proficiency in another language. Though numerous studies have established a positive relationship between dual-language education and student achievement, important questions about the relationship between the two remain. The research questions addressed in the paper are as follows: (1) What is the causal effect of dual-language immersion education on student achievement in mathematics and reading in grades 3 through 8, on student attendance in grades K through 8, and on initial English language learners' exit from ELL status in grades 1 through 8? (2) Does this effect differ for English language learners versus native speakers of English or by instructional model (90 versus 50 percent of time in the partner language)? (3) What does it cost to implement dual-language immersion programs relative to non-immersion programs? What are the components of these costs, and do they vary by instructional model? Findings to date suggest that immersion may improve student achievement in reading (in English) without diminishing other performance. This paper draws on Second Language Acquisition theory and recent education policy to show that the language situation in the United States would benefit greatly from the continued and amplified support of Dual Language Immersion programs over other programs like monolingual English immersion, transitional bilingual immersion, and developmental bilingual immersion. The main example program discussed in the paper is the Portland Public Schools DLI program, and it is explained in detail. In addition to a program description and specific performance data gathered by PPS and the RAND Foundation, performance data from other DLI program studies is also included to further support the claim.

Book excerpt: To confront the twenty-first century challenges to our economy and national security, our education system must be strengthened to increase the foreign language skills and cultural awareness of our students. America's continued global leadership will depend on our students' abilities to interact with the world community both inside and outside our borders. This report warns that the U.S. will become less competitive in the global economy because of declining quality foreign language education at the college and high school level. Additionally, the American public's deficiency in foreign languages and cultures is hampering efforts to counter terrorist threats. To have a citizenry that is knowledgeable of world regions, global issues, and foreign cultures, as well as conversant in other languages, we will need to strengthen the curriculum of the K-12 education system as well as that of our colleges, universities, and professional schools. Although there is much that can be done by states, governors, business leaders, and others, leadership by the Federal government will be crucial in jump-starting this effort. This report recommends (1) teaching international content across the curriculum and at all levels of learning to expand American students' knowledge of other countries and cultures; (2) expanding the training pipeline at every level of education to address the paucity of Americans fluent in foreign languages, especially critical, less-commonly taught languages, such as Arabic, Chinese, Hindi, Japanese, Korean, Persian/Farsi, Russian, and Turkish; and (3) national leaders--political leaders as well as the business and philanthropic communities and the media--should educate the public about the importance of improving education in languages other than English and in international studies. Appended are: (1) A Timeline of Important Developments in International Studies and Foreign Language Education; and (2) Major Federal Legislation Pertaining to International Studies and Foreign Language Education. Book excerpt: Confronted with many challenges to improving the quality of U.S. public K-12 education, many policymakers have viewed the study of a second language as a useful but nonessential ingredient of a world-class education system. However, others point out that dual-language education can be a powerful intervention for closing the achievement gap for English language learners (ELLs), and that it enhances outcomes for both ELLs and English native speakers. Though numerous studies have established a positive relationship between dual-language immersion (DLI) and student achievement in core subjects like mathematics and science, questions about these direct relationships remain. The proposed paper addresses three research questions about DLI: (1) What is the effect of dual-language immersion on student achievement in math, science; English language arts, and the partner language, and on student attendance and behavior? (2) How do the achievement, attendance, and behavioral effects of dual-language immersion differ for native English speakers versus native speakers of the partner language?; and (3) How does DLI program implementation vary across programs, and does that variation illuminate differences in program effectiveness? The study takes place in the Portland Public School district (PPS) in Portland, Oregon, the largest school district in the Pacific Northwest. PPS serves approximately 47,000 students in grades pre-kindergarten through 12. The study focuses in particular on the district's 19 dual-language immersion schools, which include 14 schools with Spanish programs, 3 with Japanese programs, 3 with Russian programs, and 2 with Mandarin programs. Analysis of the first years of data from a 3-year study are still under way. Preliminary descriptive analyses point to the importance of the random assignment strategy in removing selection bias. One figure is appended.

Book excerpt: Research has demonstrated that students in dual-language immersion programs perform as well as, or better than, their peers in core academic content areas by late elementary school. The extent to which immersion education fosters bilingualism, however, has received less attention in the literature. Using data from a four-year efficacy study of dual-language immersion education in the Portland Public Schools in Oregon, this study reports the skill levels that 1,284 dual-language immersion students achieved in their classroom partner languages (Spanish, Japanese, and Mandarin Chinese) between 3rd and 8th grades. The authors find that by 8th grade, the average dual-language immersion student, regardless of language, performs at least at the Intermediate Low sub-level, and often higher, on STAMP assessments of nearly all language skills tested (listening, reading, writing, and speaking). In comparison, 8th graders in the Portland Public Schools who began taking Spanish as an elective in upper elementary or middle school scored only at about the Novice Mid sub-level. After four years of immersion learning (Grades K-3), 4th grade students whose home language was Spanish scored similarly in reading and speaking to their immersion peers whose home language was not Spanish; they outperformed their immersion peers, however, in listening and writing. The purpose of this project was to evaluate the intent of such programs, the successful implementation of the programs, and the outcomes these programs produce. This was done through a literature review and research. The research was done on the current Dual Language Program that has been implemented in the Harrisonburg City Public schools. This study found that typically these programs are implemented to support populations of students in schools who are English language learners. In order to implement such a program there needs to be buy in from the school administration, staff, and the community at large. These programs have seen high academic results, often on par with or above those of students in a traditional classroom. Thus they have a positive impact on the community, the school, the English language learners, and the students in the program that speak English who are learning the target language.
