Book Privatization in Costa Rica

Download or read book Privatization in Costa Rica written by Anthony B. Chamberlain and published by Rlpg/Galleys. This book was released on 2007 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Privatization in Costa Rica offers an assessment of the last twenty-five years of privatization efforts in Costa Rica, and argues that one-dimensional thinking about the privatization of state services is misdirected. An historical perspective on privatization in general within the context of commercial globalization is followed by a review of Costa Rica's political economy and it's integration into a global market in terms of privatization. Case studies of three types of privatization attempted include the Costa Rican Development Corporation (CODESA); the Costa Rican Electricity Institute (ICE), which includes telecommunications; and the Costa Rican Social Security System (CCSS/INS). In some cases privatization indeed represents an effective response to the particular historical circumstances the country faces. In other instances, however, privatization can be inappropriate. This study is unique in that it critiques privatization in Costa Rica specifically and Central America in general. Its analysis is potentially applicable to smaller developing countries around the globe that are often neglected, but substantial in number.

Performance under the SBA has remained strong. All quantitative performance criteria for end-September were met, most with considerable margins. The authorities have continued to treat the SBA as precautionary. The outlook for a gradual recovery amid domestic and external stability remains the central scenario. Program risks have declined further and now appear broadly balanced. The main threat to the growth outlook is the possibility of a slower-than-expected global recovery.

The structural benchmarks related to the deposit insurance and bank resolution framework were delayed owing to a longer-than-expected consultation process. The gains in lowering inflation should be consolidated, including through the adoption of an inflation targeting framework to bolster policy credibility. IMF support helped to maintain confidence in the consistency of policies and the strength of financial buffers.

Headline inflation turned positive again in the second half of 2016 and is rising moderately, with both headline and core indicators still below the 2–4 percent target range. The colón has been depreciating moderately since mid-2016, while reserves have declined despite the narrowing in the current account deficit. In 2017, growth is anticipated to slow marginally to 4 percent, driven by weaker terms of trade and more stringent financial conditions.

Book excerpt: This Selected Issues paper examines several real sector issues, including estimates of potential output, the effect of Intel’s withdrawal on gross domestic product (GDP), labor market and inequality and electricity prices in Costa Rica. The production function approach shows that the main drivers of fluctuations in GDP growth are total factor productivity (TFP) and labor supply. These results on TFP, however, should be interpreted with caution. The TFP measure is a residual—the difference between output growth and the growth in the quantity (and quality) of inputs. Estimates suggest that potential GDP growth is about 4.3 percent, the output gap is broadly closed, and Intel’s withdrawal will lower real GDP growth in about 1/2 percentage point. Significant wage premia are identified across public versus private sectors and some evidence of intergenerational inequality is also presented. Electricity tariffs are found to be regionally competitive albeit with inefficiencies in their determination.

Book excerpt: This report provides a summary of Costa Rica’s macroeconomic data dissemination practices against the IMF’s Special Data Dissemination Standard (SDDS), together with a summary assessment of the dimensions of data quality underlying national accounts statistics, consumer and producer price statistics, government finance statistics, monetary statistics, and balance-of-payments statistics. The authorities are in observance of nearly all SDDS specifications used by the IMF to determine observance of the Standard—that is, coverage, periodicity, and timeliness of the data and the dissemination of advance release calendars. In some instances, timeliness exceeds SDDS requirements.

The program seeks to enable an orderly adjustment of the Costa Rican economy to an adverse external environment, while mitigating its adverse effects on growth and household incomes. To strengthen the external position, the authorities have tightened monetary conditions and increased exchange rate flexibility. Fiscal policy will be geared toward mitigating the impact of the adjustment on domestic activity and the most vulnerable population. IMF financial support is intended to bolster investor confidence in the authorities’ policy framework.

Real GDP growth slowed to 1.7 percent, from more than 8 percent a year in 1998–99, reflecting in part deterioration in terms of trade, the end of the construction phase of a large foreign direct investment project by Intel, and the effect of high real interest rates on domestic demand. Inflation remained at 10 percent during the year. In the structural area, the assembly approved legislation to open up the telecommunications and electricity sectors to private investment.

Download or read book Costa Rica written by International Monetary Fund. Western Hemisphere Dept. and published by International Monetary Fund. This book was released on 2019-04-13 with total page 89 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation highlights that Costa Rican government recognizes the challenges and is planning a broad array of measures, although the political and social environment remains difficult. The Consultation focused on policies that would help restore fiscal sustainability, strengthen the inflation targeting framework, enhance resilience of the financial system, and boost potential and inclusive growth. The fiscal reform constitutes a critical step towards restoring fiscal sustainability, but full and timely implementation is key. Further frontloaded fiscal consolidation, based largely on revenue measures, should be implemented to further reduce debt and financing pressures, while taking measures to protect the poor. It is also recommended that monetary policy should continue to remain data dependent and balance downside risks to inflation stemming from slower activity and upside risks to inflation arising from tighter global financial conditions. Structural reforms, including those planned under the Organisation for Economic Co-operation and Development accession process should be implemented to improve competitiveness and foster inclusive growth.
