If the entire output of the four operators had be sold at the prices established October 27, 1917, it would have broug them a sales realization of $3.10 per ton. Effective November 1917, a 45-cent increase in the price of noncontracted coal was lowed by Executive order to take care of an increase in the Wage S11 at that time. The average labor cost of the four operators 1'01' 1 vembel' Was $2.57 per ton, an increase of 62 cents over the aver for April--October, 1917, but of only' 23 cents over that of Octol 1917. As the production during October was 93,833 tons, and 1 during November 96,630 tons, as against a monthly average out of 33,315 lions dufing April-October, 1917, it is probable that 23 (1 rather than 62 cents more nearly reflects the increase in cost due to wage increase of November 1, 1917. The total f. o. b. mine cost of f'11' Pe1'f1-WIS for November was $3.21 per ton, the sales realize $4.14, and the margin 93 cents per ton. Efiective November 30, 1917, new maximum prices for certain Michigan operators were fixed by the Fuel Administration. In the order seven operators were specified by name. Maximum prices (inclusive of the 45-cent price increase because of the November wage increase) were established for all the output of four operators, and part of the output of two additional operators as follows: run of mine, $3.85; prepared sizes, $4.40; slack, $2.70. These data brokers collect personal information about consumers from a wide range of sources and provide it for a variety of purposes, including verifying an individual's identity, marketing products, and detecting fraud. Because these companies generally never interact with consumers, consumers are often unaware of their existence, much less the variety of practices in which they engage. By reporting on the data collection and use practices of these nine data brokers, which represent a cross-section of the industry, this report attempts to shed light on the data broker industry and its practices. For decades, policymakers have expressed concerns about the lack of transparency of companies that buy and sell consumer data without direct consumer interaction. Indeed, the lack of transparency among companies providing consumer data for credit and other eligibility determinations led to the adoption of the Fair Credit Reporting Act ("FCRA"), a statute the Commission has enforced since its enactment in 1970. The FCRA covers the provision of consumer data by consumer reporting agencies where it is used or expected to be used for decisions about credit, employment, insurance, housing, and similar eligibility determinations; it generally does not cover the sale of consumer data for marketing and other purposes. While the Commission has vigorously enforced the FCRA, 1 since the late 1990s it has also been active in examining the practices of data brokers that fall outside the FCRA.
