First, define promising directions for structural research by applying the concept of minimum cost rather than maximum performance to structural design. Second, understand the relationship of structure to the economics of the total system. Third, identify and apply the interactions of the various aspects of program costs to point out the potential cost savings they imply. The material presented in this report shows that these goals have been satisfied. A number of structural research areas have been identified. These are developed individually throughout this document and are collected in this section for visibility. An understanding of the system role played by structure has been developed in five system studies that show, in general, that structure, when considered as a subsystem, is unique in its far-reaching effect on the system. Moreover, detailed consideration of other subsystems reveals a large structural influence. Finally, strong interactions of structural design decisions with aerospace system costs have been demonstrated, particularly by the study described in Section 4.5, and significant potential cost savings have been identified.

Book excerpt: The application of commonality in a system represents an attempt to reduce costs by reducing the number of unique components. A formal method for conducting commonality analysis has not been established. In this dissertation, commonality analysis is characterized as a partitioning problem. The cost impacts of commonality are quantified in an objective function, and the solution is that partition which minimizes this objective function. Clustering techniques are used to approximate a solution, and sufficient conditions are developed which can be used to verify the optimality of the solution. This method for commonality analysis is general in scope. It may be applied to the various types of commonality analysis required in the conceptual, preliminary, and detail design phases of the system development cycle. The three NASA case studies showed that two trends that were consistently observed in the industry cases (life cycle offsets and divergence) also exist within NASA systems. In addition, the management approaches were observed to be common between NASA and industry. In conducting the NASA case studies, several management methods were identified that can encourage the successful application of commonality, including: the organizational structure, the level of management support, the type of contract, and design competencies. Each of the observed management methods are discussed in the thesis within the scope of the individual case study and in the broader scope of all three systems in the cross-case analysis. In each of the three NASA case studies and seven industry case studies, it was observed that the evaluation of commonality was often either overlooked or reduced to notional or qualitative analysis. To address this problem, both a deterministic economic cost model and an economic cost model that evaluates commonality as a Real Option were developed to better evaluate the systems. Evaluating commonality as a Real Option allows management to consider uncertainties and flexibility in the system. Both methods of evaluating opportunities for commonality are applied using information from the CSSS case study as an example.

At present, the only approach to placing large spacecraft into orbit is use of a heavy lift launch vehicle. But, given the new capabilities demonstrated by NASA's DART, and DARPA's Orbital Express, RASCAL, and FALCON, it is reasonable to envision an alternative means of placing large spacecraft into orbit, that being multiple responsive launches of discrete modules which are later assembled on orbit. An analysis was performed to compare the risks and benefits of single large spacecraft launch versus a multiple small module launch approach. The results of this probabilistic analysis show that fragmenting a system into modules can significantly reduce the deleterious cost and schedule impact incurred by possible failures. In short, a single launch of a monolithic spacecraft poses significant risk; should failure of a large spacecraft launch occur, the penalty is the significant sum total of both launch and spacecraft costs.

This paper provides a broad overview of the ground systems, captures historical and current application of commonality at the launch site, and offers suggestions for additional research to further develop commonality approaches.

It concentrates on interactions between design decisions and uses past design examples to illustrate these interactions. The idea is for the reader to acquire a good insight in what is a good design by analyzing these past designs.
