This analysis attempts to relate the engineering drawing revision rate (inverse measure of drawing quality) and the number of ships affected by those drawing revisions (measure of availability concurrence) to the cost growth attributable to the FMP portion of U.S. Navy ship availabilities. Due to the lack of actual cost data, budget estimates were used as a surrogate and unfortunately firm relationships could not be established. However, the methodology developed has potential for application to any large ship class which may experience numerous concurrent availabilities, as actual cost data become available. It is meant to be a tool for the engineering design agent to assess the financial impact of the quality of engineering design products on the installing activities and to assess the potential value of policy changes which improve the quality of those products. These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal.The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.

Book excerpt: This report documents the methods and findings of RAND research on the adequacy of the defense industrial base to support further construction of aircraft carriers and on the cost, schedule, and technology issues associated with building the next carrier, designated CVN 77. If the current carrier force size of 12 ships is to be maintained and if a decay in the quality of basic capabilities is to be avoided, CVN 77 cannot be started more than a year or so beyond the currently planned date of 2002. The earlier CVN is started, the less it will cost. Increasing the build duration from the planned 6.5 years to 8.5 years will also reduce costs. However, timing should not greatly affect the survival of suppliers of carrier components. The report recommends beginning ship fabrication before 2002 (which could save hundreds of millions of dollars); ordering contractor-furnished equipment in advance of shipyard start (a savings of tens of millions); and investment in R & D directed toward adapting production processes and engineering improvements that could reduce the cost of carrier construction, operation and maintenance, and manning. In fact, the costs involved in building and operating carriers are so huge that the Navy should consider establishing a stable annual R & D funding level for these ships.
