Book excerpt: A model was developed to assist the U.S. Army estimate weapon system health hazard costs based on the probability of a hazard occurring and the severity of that hazard. Nine health hazard categories were linked with potential medical outcomes. Incidence rates were researched and costs were calculated based on industry-wide injury, lost time, hospitalization, and disability data. These costs were then related to the existing health risk indices. This study recommends adopting the model, including the results in health hazard assessment reports, and using the results for abatement prioritization to better enable the Army to eliminate or control materiel health hazards and control life-cycle costs. Furthermore, it recommends applying the model to other areas of preventive medicine to provide invaluable quantitative cost savings and cost avoidance information to Army decision-makers.

The Materiel Management Directorate requested the model to help them improve the cost savings estimates contained in system change requests (SCRs) they submit for the Commodity Command Standard System (CCSS) and other computer systems per AMCR 18-17. Army Materiel Command Logistics System Review Committee guidance states the SCRs should contain estimated benefits that are the best that can be derived. SCRs are submitted by systems analysts with heavy workloads who are not cost analysis experts. Various auditors have criticized SCR estimates for inconsistencies and insufficient documentation. The report details the methodology used and provides supporting rationale. Operation of the model is discussed. The appendices include a listing of the prompts and user inputs for a sample run session plus the example's cost factor data input file and output file. The goal of this project was to identify and document not only the specific types of cost-estimation practices and reports, but also to show the relationships between the IGCE, the Cost Estimation Process, the Request for Proposal (RFP), and the Technical Evaluation. Our purpose was to highlight and prove that the cost-estimation process is the heart of the acquisition process, and that it merges and coordinates the other processes so that the government can obtain the "Best Value" on both its competitive source selections and noncompetitive acquisitions. The reader will come away with a new appreciation for the concept of "Cost as an Independent Variable" after reading this thesis. Treating cost as an independent variable helps to ensure that acquisitions do not go over budget or get wildly out of control. It also contributes to clear thinking and lessens the likelihood of groupthink or "going along with the crowd," regardless of the consequences. Good cost analysis leads to good cost avoidance or containment, and is a prudent mindset for program officials who are regulated by budgetary constraints and accountable to Congress, and ultimately to the people, for the money they spend.
