Book excerpt: The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.

Book excerpt: Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

This definition is based on the ethical imperative of equity within and between generations. Moreover, apart from meeting; "the basic needs of all"; sustainable development implies sustaining the natural life support systems on Earth, and extending to all the opportunity to satisfy their aspirations for a better life. Hence, sustainable development is more precisely defined as a process of change in which the exploitation of resources, the direction of investments, the orientation of technological development, and institutional change are all in harmony and enhance both current and future potential to meet human needs and aspiration. To date, various definitions and stationary-state criteria of sustainability have been proposed. Many authors have been concerned with only part of the problem, such as the technological assumptions, the ability to substitute natural resources in economic transformation processes, and the resilience and importance of ecological processes. But, the social dimension did not receive the same attention, and has not been adequately integrated into formal analysis. The engineering community has to play an important role in sustainable development with appropriate evaluation of the engineering systems. In this respect energy, water and environment systems require multi-criteria evaluation methods for the assessment of the economic, environmental and social aspect of the systems.

This report draws on relevant technical assistance from Asian Development Bank (ADB), consultants' reports, and the work of ADB staff to assess the potential, the barriers and the challenges in demonstrating and deploying CCS in the PRC. It identifies unique low cost opportunities, recommends a gradual two phase approach to CCS deployment in the PRC and, provides complementary suite of policy actions to enable it.

Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources.During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
