Two different model approaches are used. First, we consider marginal costs to determine the impact of fuel and CO2 certificate prices on electricity generation cost. Second, we apply a net present value evaluation to identify the main factors influencing the NPV, using projections for the price of electricity and CO2 as well as the costs of capturing, transporting and storing CO2. The NPV assessment shows that the threshold price of CO2 is highly sensitive with respect to the electricity price. Incorporating the possibility to postpone the CCS investment leads to much higher threshold prices, rendering the investment less attractive from today's perspective. Finally, with a risk-adjusted discount rate for all CCS options it turns out to be more attractive than with a predefined discount rate of 10%, providing evidence that typical practitioner's assumptions may indeed be too pessimistic.

Book excerpt: Nationally-recognised studies and our contacts with a diverse group of industry representatives, non-governmental organisations, and academic researchers show that key barriers to CCS deployment include (1) underdeveloped and costly CO2 capture technology and (2) regulatory and legal uncertainties over CO2 capture, injection, and storage. Among the key technological barriers are a lack of experience in capturing significant amounts of CO2 from power plants and the significant cost of capturing CO2, particularly from existing coal-fired power plants, which are the single largest source of CO2 emissions in the United States. Compounding these technological issues are regulatory and legal uncertainties, including uncertainty regarding liability for CO2 leakage and ownership of CO2 once injected. According to the IPCC, the National Academy of Sciences, and other knowledgeable authorities, another barrier is the absence of a national strategy to control CO2 emissions (emissions trading plan, CO2 emissions tax, or other mandatory control of CO2 emissions), without which the electric utility industry has little incentive to capture and store its CO2 emissions. Moreover, according to key agency officials, the absence of a national strategy has also deterred their agencies from addressing other important practical issues, such as resolving how stored CO2 would be treated in a future CO2 emissions trading plan.

Book excerpt: Any comprehensive approach to substantially reduce greenhouse gases must address the world's dependency on coal for a quarter of its energy demand, including almost half of its electricity demand. To maintain coal in the world's energy mix in a carbon-constrained future would require development of a technology to capture and store its carbon dioxide emissions. This situation suggests to some that any greenhouse gas reduction program be delayed until such carbon capture technology has been demonstrated. However, technological innovation and the demands of a carbon control regime are interlinked; a technology policy is no substitute for environmental policy and must be developed in concert with it. Much of the debate about developing and commercializing carbon capture technology has focused on the role of research, development, and deployment (technology-push mechanisms). However, for technology to be fully commercialized, it must also meet a market demand -- a demand created either through a price mechanism or a regulatory requirement (demand-pull mechanisms). Any conceivable carbon capture technology for coal-fired powerplants will increase the cost of electricity generation from affected plants because of efficiency losses. The thesis addresses three research questions: (i) What is the economic value of temporal flexibility in making the decision to retrofit CO2 capture equipment? (ii) How does the choice of valuation methodology (DCF v. MBV) impact the investment decision to become "capture-ready"? (iii) Among the coal-fired power plant technologies, which should a firm choose to invest in, given an uncertain CO2 policy? What are the economic factors that influence this choice? The answers to the research questions strongly depend on the input assumptions to the cash flow and CO2 price models, and the choice of representative cases of the technologies. For the specific cases analyzed in this thesis, it was found that investing in "capture-ready" power plants was not economically attractive.

Coal power plants also account for about one-third of the nation's emissions of carbon dioxide (CO2 ), the primary greenhouse gas that experts believe contributes to climate change. Current regulatory efforts and proposed legislation that seek to reduce CO2 emissions could affect coal power plants. Two key technologies show potential for reducing CO2 emissions: (1) carbon capture and storage (CCS), which involves capturing and storing CO2 in geologic formations, and (2) plant efficiency improvements that allow plants to use less coal. The Department of Energy (DOE) plays a key role in accelerating the commercial availability of these technologies and devoted more than $600 million to them in fiscal year 2009. Congress asked GAO to examine (1) the maturity of these technologies; (2) their potential for commercial use, and any challenges to their use; and (3) possible implications of deploying these technologies. To conduct this work, GAO reviewed reports and interviewed stakeholders with expertise in coal technologies. DOE does not systematically assess the maturity of key coal technologies, but GAO found consensus among stakeholders that CCS is less mature than efficiency technologies. Specifically, DOE does not use a standard set of benchmarks or terms to describe the maturity of technologies, limiting its ability to provide key information to Congress, utilities, and other stakeholders. This lack of information limits congressional oversight of DOE's expenditures on these efforts, and it hampers policymakers' efforts to gauge the maturity of these technologies as they consider climate change policies. In the absence of this information from DOE, GAO interviewed stakeholders with expertise in CCS or efficiency technologies to identify their views on the maturity of these technologies. Stakeholders told GAO that while components of CCS have been used commercially in other industries, their application remains at a small scale in coal power plants, with only one fully integrated CCS project operating at a coal plant. Efficiency technologies, on the other hand, are in wider commercial use. Use of both technologies is, however, contingent on overcoming a variety of economic, technical, and legal challenges. In particular, with respect to CCS, stakeholders highlighted the large costs to install and operate current CCS technologies, the fact that large scale demonstration of CCS is needed in coal plants, and the lack of a national carbon policy to reduce CO2 emissions or a legal framework to govern liability for the permanent storage of large amounts of CO2. With respect to efficiency improvements, stakeholders highlighted the high cost to build or upgrade such coal plants, the fact that some upgrades require highly technical materials, and plant operators' concerns that changes to the existing fleet of coal power plants could trigger additional regulatory requirements. CCS technologies offer more potential to reduce CO2 emissions than efficiency improvements alone, and both could raise electricity costs and have other effects. Most stakeholders told GAO that CCS would increase electricity costs, and some reports estimate that current CCS technologies would increase electricity costs by about 30 to 80 percent at plants using these technologies. DOE has also reported that CCS could increase water consumption at power plants. Efficiency improvements offer more potential for near term reductions in CO2 emissions, but they cannot reduce CO2 emissions from a coal plant to the same extent as CCS. GAO recommends that DOE develop a standard set of benchmarks to gauge and report to Congress on the maturity of key technologies. In commenting on a draft of this report, DOE concurred with our recommendation.

Book excerpt: Post-combustion capture retrofits are expected to a near-term option for mitigating CO 2 emissions from existing coal-fired power plants. Much of the literature proposes using power from the existing coal plant and thermal integration of its supercritical steam cycle with the stripper reboiler to supply the energy needed for solvent regeneration and CO2 compression. This study finds that using an auxiliary natural gas turbine plant to meet the energetic demands of carbon capture and compression may make retrofits more attractive compared to using thermal integration in some circumstances. Natural gas auxiliary plants increase the power output of the base plant and reduce technological risk associated with CCS, but require favorable natural gas prices and regional electricity demand for excess electricity to make using an auxiliary plant more desirable. Three different auxiliary plant technologies were compared to integration for 90% capture from an existing, 500 MW supercritical coal plant. CO2 capture and compression is simulated using Aspen Plus and a monoethylamine (MEA) absorption process. Thermoflow software is used to simulate three gas plant technologies. The three technologies assessed are the gas turbine (GT) with heat recovery steam generator (HRSG), gas turbine with HRSG and back pressure steam turbine, and natural gas boiler with back pressure steam turbine. The capital cost of the MEA unit is estimated using the Aspen Icarus Process Evaluator, and the capital cost of the external GT plants are estimated using the Thermoflow Plant Engineering and Cost Estimator. The gas turbine options are found to lead to electricity costs similar to integration, but their performance is highly sensitive to the price of natural gas and the economic impact of integration. Using a GT with a HRSG only has a lower capital cost but generates less excess electricity than the GT with HRSG and back pressure steam turbine. In order to generate enough steam for the reboiler, a significant amount of excess power was produced using both gas turbine configurations. This excess power could be attractive for coal plants located in regions with increasing electricity demand. An alternate capture plant scenario where a greater demand for power exists relative to steam is also considered. The economics of using auxiliary plant power improve slightly under this alternate energy profile scenario, but the most important factors affecting desirability of the auxiliary plant retrofit remain the cost of natural gas, the full cost of integration, and the potential for sale of excess electricity.

Book excerpt: This paper provides a financial analysis for new supercritical pulverized coal plants with carbon capture and sequestration (CCS) that compares the effects of two relevant climate policies. First, an updated cost estimate is presented for new supercritical pulverized coal plants, both with and without CCS. The capital cost escalation of recent years can be attributed to rising materials, plant supply, and plant contractor constraints. This estimate is then compared with recent estimates from public sources. Second, several current and proposed public policies relevant to CCS are presented. Finally, a financial analysis is performed to evaluate the effectiveness of two likely US carbon regulations on deploying Nth-plant CCS technology. The major conclusion is that the leading US carbon cap-and-trade bills will likely not be sufficient to deploy CCS technology in a manner consistent with a 550ppm CO2 stabilization scenario. A more aggressive carbon policy including CCS research, development, and demonstration must be considered to achieve this goal with significant CCS deployment.
