Book excerpt: First published in 1997, this timely examination of allowances paid to foster carers demonstrates clear evidence that the nature of foster care is changing. The degree of difficulty in caring for the average child is greater than ever before making the tasks asked of carers more demanding and skilful. The fostering allowances were subject to five tests of adequacy. Evidence showed that allowances have maintained their value over time and were adequate to meet the normal costs of child rearing but not the extra or indirect costs of fostering. Moreover, a unique cross national study of payments uncovered that Britain has lower levels of allowance than more than half the 15 countries examined. This book contributes to the debate on the measurement of living standards. It uses budget standard methodology to estimate the cost of a child living a modest but adequate lifestyle in the 1990s.

Book excerpt: Pursuant to a congressional request, GAO reviewed the availability and use of federal funds for training child welfare workers, focusing on: (1) the Department of Health and Human Services (HHS) policy that foster care training costs be allocated proportionately between the title IV-E program and other programs; (2) adherence to the HHS cost-sharing policy; (3) the effect of cost sharing on states' training programs; and (4) changes in funding for title IV-B programs that provide child welfare training grants to institutions of higher learning. GAO found that: (1) under HHS policy, states allocate foster care training costs between the IV-E foster care program and other programs so that each program is charged its proportionate share of training costs based on the benefits received; (2) some states charge the full costs of foster care training to the IV-E program, because they believe they are not required to allocate foster care training costs on a proportionate basis between IV-E and other programs; (3) some state officials oppose the HHS cost-sharing policy because it limits IV-E reimbursement and the amount of foster care training they can provide; (4) the dispute between the states and HHS exists in part because title IV-E language is vague concerning the allocation of training costs; and (5) Congress needs to clarify the extent of the federal obligation for training child welfare workers.

This study documents the economic advantages of a privately funded foster care program that provided longer term, more intensive, and more expensive services compared to public programs. The study found significant differences in major adult educational, health, and social outcomes between children placed in the private program and those placed in public programs operated by Oregon and Washington. For the outcomes for which we could find financial data, the estimated present value of the enhanced foster care services exceeded their extra costs. Generalizing to the roughly 100,000 adolescents age 12-17 entering foster care each year, if all of them were to receive the private model of services, the savings for a single cohort of these children could be about $6.3 billion in 2007 dollars.
