This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. This 'e-governance' can make governance more efficient and more effective, and bring other benefits too. This paper outlines the three main contributions of e-governance: improving government processes (e-administration); connecting citizens (e-citizens and e-services); and building external interactions (e-society). Case studies are used to show that e-governance is a current, not just future, reality for developing countries. However, most e-governance initiatives fail. Countries therefore face two challenges. First, the strategic challenge of e-readiness: preparing six identified pre-conditions for e-governance. Second, the tactical challenge of closing design -- reality gaps: adopting best practice in e-governance projects in order to avoid failure and to achieve success. A vision for change is therefore outlined of which more details are given in a related paper.

Peace has been regarded as a utopian, unattainable, perhaps dull ideal or as some random element over which we have no control. However, the desperate necessities of the nuclear age have forced us to take peace seriously as an object of both personal and national policy. Stable Peace attempts to answer the question, If we had a policy for peace, what would it look like? A policy for peace aims to speed up the historically slow, painful, but persistent transition from a state of continual war and turmoil to one of continual peace. In a stable peace, the war-peace system is tipped firmly toward peace and away from the cycle of folly, illusion, and ill will that leads to war. Boulding proposes a number of modest, easily attainable, eminently reasonable policies directed toward this goal. His recommendations include the removal of national boundaries from political agendas, the encouragement of reciprocal acts of good will between potential enemies, the exploration of the theory and practice of nonviolence, the development of governmental and nongovernmental organizations to promote peace, and the development of research in the whole area of peace and conflict management.
