Book excerpt: Our Extractive Age: Expressions of Violence and Resistance emphasizes how the spectrum of violence associated with natural resource extraction permeates contemporary collective life. Chronicling the increasing rates of brutal suppression of local environmental and labor activists in rural and urban sites of extraction, this volume also foregrounds related violence in areas we might not expect, such as infrastructural developments, protected areas for nature conservation, and even geoengineering in the name of carbon mitigation. Contributors argue that extractive violence is not an accident or side effect, but rather a core logic of the 21st Century planetary experience. Acknowledgement is made not only of the visible violence involved in the securitization of extractive enclaves, but also of the symbolic and structural violence that the governance, economics, and governmentality of extraction have produced. Extractive violence is shown not only to be a spectacular event, but an extended dynamic that can be silent, invisible, and gradual. The volume also recognizes that much of the new violence of extraction has become cloaked in the discourse of "green development," "green building," and efforts to mitigate the planetary environmental crisis through totalizing technologies. Ironically, green technologies and other contemporary efforts to tackle environmental ills often themselves depend on the continuance of social exploitation and the contaminating practices of non-renewable extraction. But as this volume shows, resistance is also as multi-scalar and heterogeneous as the violence it inspires. The book is essential reading for activists and for students and scholars of environmental politics, natural resource management, political ecology, sustainable development, and globalization.

Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. Book excerpt: Natural resources have the transformational potential to support economic and political stability as well as contribute to national prosperity and economic development. However, in countries dependent upon natural resource sectors, poor management of these sectors often contributes to corruption, illicit financial flows (IFFs) and thus, poverty. Adequate transparency and accountability in regulatory management of these sectors is a challenge for resource rich countries. Poor licensing decisions in natural resource management can open a pandora’s box of corruption risks. This manual provides methods and options based on good practices to improve transparency, accountability, and integrity in the regulatory licensing process and integrity due diligence. The manual borrows models from the Basel Core Principle ‘fit and proper’ concept, and provides options for conducting effective (a) beneficial ownership; (b) criminal/legal; and (c) conflicts of interest checks, with a goal of integrating these into the regulatory licensing process. The manual also identifies common legal framework defects that can facilitate corruption risks, and offers options based on principles of regulatory integrity to reduce these risks. The good practices identified can help countries allocate limited financial resources in conducting thorough background checks in a cost-effective manner, as well as meet EITI’s requirements for public disclosure of beneficial owners and politically exposed persons. These strategies for reducing opportunities for corruption in extractive sectors can help reduce IFFs that can sap resources from the economy and inhibit a country’s ability to achieve the Sustainable Development Goals.

Book excerpt: This book traces the creation of international anti-corruption norms by states and other actors through four markedly different institutions: the Organisation for Economic Co-operation and Development, the United Nations, the Extractive Industries Transparency Initiative, and the Financial Action Task Force. Each of these institutions oversees an international instrument that requires states to combat corruption. Yet, only the United Nations oversees anti-corruption norms that take the sole form of a binding multilateral treaty. The OECD has, by contrast, fostered the development of the binding 1997 OECD Anti-Bribery Convention, as well as non-binding recommendations and guidance associated with treaty itself. In addition, the revenue transparency and anti-money laundering norms developed through the Extractive Industries Transparency Initiative and the Financial Action Task Force, respectively, take the form of non-binding instruments that have no relationship with multilateral treaties. The creation of international anti-corruption norms through non-binding instruments and informal institutions has the potential to privilege the interests of powerful states in ways that raise questions about the normative legitimacy of these institutions and the instruments they produce. At the same time, the anti-corruption instruments created under the auspices of these institutions also show that non-binding instruments and informal institutions carry significant advantages. The non-binding instruments in the anti-corruption field have demonstrated a capacity to influence domestic legal systems that is comparable to, if not greater than, that of binding treaties. With corruption and money laundering at the forefront of political debate, International Anti-Corruption Norms provides timely expertise on how states and international institutions grapple with these global problems.
