This paper tests empirically whether such a relationship exists. The empirical analysis is based on data from four different sources for up to 120 countries in the period 1985–98. The association between military spending and corruption is ascertained by using panel regression techniques. The results suggest that corruption is indeed associated with higher military spending as a share of both GDP and total government spending, as well as with arms procurement in relation to GDP and total government spending. This evidence indicates that defense spending can be considered for constructing governance indicators.

Measuring military buildups via military spending and armed forces, and controlling for simultaneity, results consistently find greater military buildups to increase corruption across specifications. However, the level of economic development plays a crucial role, especially with regard to the effect of military forces. Greater state fragility is, ceteris paribus, associated with greater corruption. The influences of other factors are in accord with the literature.

The collapse of the Soviet Union shifted the destination of donations and aid from making and keeping alliances to democratization and development. This new trend increased the efforts by policy makers and policy analysts to measure corruption and quantitatively analyze its causes and consequences. This research contributes the literature on corruption by analyzing corruption's impact on the amount of money that governments spend on the military and education. It differs from earlier studies of the questions by using more recent data, using more observations, and by including different explanatory variables to overcome the problems of omitted variable bias and small sample sizes. Contrary to earlier studies, the study finds a negative and significant association between corruption and government spending on both education and the military. As the level of corruption increases, the total money spent on education and military decreases. Thus, governments should develop effective anti-corruption strategies so that they can increase the resources available to invest on economic and social development.

Book excerpt: This paper clarifies one of the puzzling results of the economic growth literature: the impact of military expenditure is frequently found to be non-significant or negative, yet most countries spend a large fraction of their GDP on defense and the military. We start by empirical evaluation of the non-linear interactions between military expenditure, external threats, corruption, and other relevant controls. While growth falls with higher levels of military spending, given the values of the other independent variables, we show that military expenditure in the presence of threats increases growth. We explain the presence of these non-linearities in an extended version of Barro and Sala-i-Martin (1995), allowing the dependence of growth on the severity of external threats, and on the effective military expenditure associated with these threats.

It starts from an endogenous growth model and extends it to account for the detrimental effects of corruption on the potentially productive components of government spending, namely military and investment spending. The resulting model is estimated on a sample of African countries and the results show, first, that the growth rate is strongly influenced by the interaction between corruption and military burden, with the interaction between corruption and government investment expenditure having a weaker effect. Second, allowing for the cyclical economic fluctuations in specific countries leaves the estimated elasticities close to those of the full sample. Third, there are significant conditioning variables that need to be taken into account, namely the form of government, political instability and natural resource endowment. These illustrate the cross country heterogeneity when accounting for quantitative direct and indirect effects of key variables on economic growth.
