He remained, with short intervals, at his post till the month of October, when, on his election to the Council of Pennsylvania, he resigned. He was a member of every important Committee; and, being the only speaking member from his State, seems to have taker! a lead in every discussion. He was one of the Signers of the Articles of Confederation, though not present when the amendments proposed to that ill-assorted instrument, on the part of Pennsylvania, were considered and decided.
