Book Evaluation of Technical Assistance to Post Conflict Countries Mozambique and Rwanda

Statistics Dept. and published by International Monetary Fund. This book was released on 2009-02-23 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: This evaluation of technical assistance (TA) in statistics covers two post-conflict countries, namely, Mozambique and Rwanda during the period 2000–08. The TA, including training, covered the broad spectrum of the Statistics Department’s (STA) program, including collaboration with the East Africa Regional Technical Assistance Center (East AFRITAC), the U. K. Department for International Development (DFID), and the Japanese-funded General Data Dissemination System (GDDS) projects, as well as TA funded directly from the IMF’s budget. The emerging lessons also provide a useful guide to future TA to non-English-speaking countries. The evaluation is based on missions to each country and relied on responses to questionnaires, desk reviews of available data, and discussions with country authorities, donors, data users, and national officials who participated in IMF courses in statistics.

Book Mainstreaming Statistics in the Poverty Reduction Strategy Approach to Provide for More Effective Technical Assistance

Download or read book Mainstreaming Statistics in the Poverty Reduction Strategy Approach to Provide for More Effective Technical Assistance written by Robin D. Kibuka and published by . This book was released on 2007 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper reviews the Poverty Reduction Strategy (PRS) approach and efforts to build institutional statistical capacity to permit evidence-based monitoring of the Poverty Reduction Strategy Papers (PRSPs). Integrating the PRS approach and statistical development strategies could provide significant synergies in improving the monitoring of the PRSP goals. Mainstreaming the statistical strategies in such development plans should enhance the national priority for statistical reforms and provide a basis for costing such reforms for their incorporation into the medium-term expenditure framework. The paper concludes that such an outcome is likely to facilitate funding for the implementation of these reforms and boost the effectiveness of statistical technical assistance.

Available in PDF, EPUB and Kindle. Book excerpt: This Technical Assistance (TA) report focuses on four key work areas which may lead to improvement of Government Finance Statistics (GFS) for fiscal analysis, support policy making decisions in Zambia, and improve African Department surveillance. The mission found out that the Coordinating Committee, recommended in the previous TA mission, was not yet established. The mission reviewed progress on the legal and institutional arrangements supporting the compilation of GFS as a follow up from recommendations of the previous GFS TA mission and found that the legislation reforms were on track, especially regarding the Public Finance Act. The report also found that Central Statistical Office (CSO) is working on the revision of the Statistics Act to follow the new strategy for National Development of Statistics. For sustainability and consistency purposes, the mission recommended that the CSO staff produce a GFS manual for compilation and dissemination of GFS data.

This book was released on 2024-03-08 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: South Africa faces significant climate change challenges given its high dependency on coal energy and physical concentration of nature-related risks. The Intergovernmental Panel on Climate change projects that extreme temperatures to be on the upward trajectory. The increased frequency and intensity of nature-related risks are expected to have profound effect on human health, access to food and water, biodiversity, habitats and ecosystems, infrastructure, and human settlements. To implement climate change mitigation and adaptation policies, South Africa needs large amount of granular, relevant, and reliable data for evidence-based planning and just transition. Against this background, in July 2023 the International Monetary Fund’s Statistics Department conducted a diagnostic mission to support the authorities in developing a workplan for enhancing the environment and climate change statistics. Discussions with the various stakeholders indicated that there was a broad agreement to prioritize (a) the establishment of a centralized environmental and climate change database with formalized institutional arrangements for coordination, data sharing protocols, and communication of statistics, and (b) development of the first set of air emission accounts and reestablishment of the energy flow accounts. In the medium-term there is need to strengthen capacity for collection of statistics on government environmental expenditures and subsidies, especially from sub sovereign governments and municipalities, and tailored technical assistance/training on carbon footprints of foreign direct investments. The mission was financed by the Swiss State Secretariat for Economic Affairs and hosted by Statistics South Africa.
