This in turn led to a rash of crossroads communities outside incorporated areas. Since the State Division of Housing is able to exercise few controls here, the general public is again becoming concerned with reports of these rural slums now being spotlighted in the press. Dirt roads, hot dusty winds, and lack of a local water supply impose low standards of living in numerous areas.
