That program, the Clean Diesel Trucks and Buses program, will result in the introduction of advanced emissions control systems such as catalyzed diesel particulate filters (DPF) and catalysts capable of reducing harmful nitrogen oxide (NO X) emissions. This final rule will require that these advanced emissions control systems be monitored for malfunctions via an onboard diagnostic system (OBD), similar to those systems that have been required on passenger cars since the mid-1990s. This final rule will require manufacturers to install OBD systems that monitor the functioning of emission control components and alert the vehicle operator to any detected need for emission related repair. This final rule will also require that manufacturers make available to the service and repair industry information necessary to perform repair and maintenance service on OBD systems and other emission related engine components. Lastly, this final rule revises certain existing OBD requirements for diesel engines used in heavy-duty vehicles under 14,000 pounds. The gasoline sulfur standard will make emission control systems more effective for both existing and new vehicles, and will enable more stringent vehicle emissions standards. The vehicle standards will reduce both tailpipe and evaporative emissions from passenger cars, light-duty trucks, medium-duty passenger vehicles, and some heavy-duty vehicles. This will result in significant reductions in pollutants such as ozone, particulate matter, and air toxics across the country and help state and local agencies in their efforts to attain and maintain health-based National Ambient Air Quality Standards. Motor vehicles are an important source of exposure to air pollution both regionally and near roads. These vehicle standards are intended to harmonize with California's Low Emission Vehicle program, thus creating a federal vehicle emissions program that will allow automakers to sell the same vehicles in all 50 states. The vehicle standards will be implemented over the same timeframe as the greenhouse gas/fuel efficiency standards for light-duty vehicles (promulgated by EPA and the National Highway Safety Administration in 2012), as part of a comprehensive approach toward regulating emissions from motor vehicles. This rule will assist the implementation of the programs for highway and nonroad diesel fuels in Alaska and provide some limited additional lead time for development of any necessary changes to the fuel distribution system in Alaska's rural areas. We believe this additional lead time is appropriate given the circumstances in the rural areas. In 2010, highway and nonroad fuel in rural Alaska will be required to meet the 15 ppm sulfur standard, providing the full environmental benefits of these programs to rural Alaska as well. In addition, fuel used by engines in rural Alaska covered by the new source performance standard (NSPS) for new stationary diesel engines will also be required to meet the 15 ppm sulfur standard in 2010. Book excerpt: Emissions from mobile sources contribute significantly to air pollution in the United States. Such sources include cars and light- and heavy-duty trucks; diesel-powered cranes, bulldozers, and tractors; and equipment such as lawnmowers that run on small gasoline engines. The role of state versus federal government in establishing mobile-source emissions standards is an important environmental management issue. With this in mind, Congress called on EPA to arrange an independent study of the practices and procedures by which California develops separate emissions standards from the federal government and other states choose to adopt the California standards. The report provides an assessment of the scientific and technical procedures used by states to develop or adopt different emissions standards and a comparison of those policies and practices with those used by EPA. It also considers the impacts of state emissions standards on various factors including compliance costs and emissions. The report concludes that, despite the substantial progress in reducing emissions from mobile sources nationwide, more needs to be done to attain federal air-quality standards in many parts of the country. Additionally, California should continue its pioneering role in setting emissions standards for cars, trucks, and off-road equipment.

Book excerpt: Pursuant to a congressional request, GAO evaluated the Environmental Protection Agency's (EPA) efforts to control motor vehicle emissions of gasoline vapors, focusing on whether EPA: (1) could lower gasoline volatility immediately; and (2) adequately addressed concerns regarding the safety of onboard emissions controls and the feasibility of vapor recovery equipment for service station pumps. GAO found that: (1) in 1987, EPA proposed a two-stage reduction in gasoline volatility, with reductions to occur in 1989 and 1992; (2) EPA required lower volatility beginning in the summer of 1989, which should result in a 3-percent reduction in hydrocarbon emissions; (3) proposed legislation would require EPA to reduce the volatility standard to the planned level by 1992; (4) EPA still needs to determine whether it should further reduce the standard, whether refiners can meet the standard by 1992, and how it will treat ethanol fuels under the standard; (5) seven states adopted the more stringent standard beginning in 1989; (6) EPA believes that onboard controls will not degrade passenger safety, but federal transportation safety agencies disagree, contending that onboard systems would increase the complexity of fuel systems and the likelihood of vehicle fires and engine problems; and (7) while EPA believes that motor vehicle manufacturers could incorporate onboard controls within 2 years, the industry believes that it needs 4 years.

Evaluating Vehicle Emissions Inspection and Maintenance Programs assesses the effectiveness of these programs for reducing mobile source emissions. In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs.
