Bygrave and Hofer in 1891 defined the entrepreneurial process as involving all the functions, activities, and actions associated with perceiving of opportunities and creation of organizations to pursue them. In simple, entrepreneurship is the act of being an entrepreneur, which can be defined as "one who undertakes innovations, finance and business acumen in an effort to transform innovations into economic goods" (Santhi and Kumar) This paper draws together arguments, conclusions and insights generated by research to develop and test practical tools that could help development practitioners use sustainable livelihoods approaches in the particular context of enterprise development. The constraint of finance seems to be the primary reason, though there are several other constraints which seem to have been hidden by the seasoned politicians. The act of not reimbursing the small-scale industries sectors has demoralized the novice and the adept entrepreneurs in executing their plan.

Book excerpt: The goals of the National Workshop on Micro-enterprise Development in Coastal Communities in the Philippines were to exchange experiences and good practices and to identify financial and institutional support services and facilities to sustain livelihoods and micro-enterprise development in coastal areas. The workshop was attended by 45 participants from people's organizations, fisherfolk cooperatives, non-governmental organizations, national government agencies and financing institutions. The discussions at the workshop showed that livelihood diversification and the improvement of income and employment opportunities in coastal fishing communities are crucial for their participation in the conservation and management of aquatic resources. Key elements of sustainable micro-enterprise development as identified by the workshop include capability building of fisherfolk organizations such as cooperatives and associations to implement livelihood projects, the preparation of feasibility studies and business plans, technical skills development, sound financial management practices, development of innovative and high quality products, access to new markets including urban and regional markets and the full participation of fisherfolk in the identification of livelihood activities and micro-enterprises. The Pilot Project in Support of the Development of Micro-enterprises in Banate Bay, Iloilo and Southern Iloilo was implemented by the University of the Philippines in the Visayas in cooperation with the Banate Bay Resource Management Council Inc. and the Southern Iloilo Coastal Resource Management Council with support from FAO. A number of microenterprises were introduced and supported in the municipalities of Banate Bay and Southern Iloilo including fish ball production, shrimp paste production, oyster and mussel culture, salt production and iodization, fish marketing and fish sauce production. Training programmes were conducted for fisherfolk on product development and marketing of their products. Good coordination with local government units, active participation of all stakeholders and conduct of appropriate training programmes are considered essential for the sustainability of the micro-enterprises. The involvement of fisherfolk in livelihood activities and micro-enterprises is strengthening their participation in the fisheries and aquatic resources management councils of Banate Bay and Southern Iloilo. The experiences of the pilot project also suggest that in order to make various income generating livelihood initiatives sustainable and stand on their own feet, many of these need to develop further into full-fledged micro-enterprises. Considerable scope lies in farming of aquatic organisms such as seaweed, shellfish and various fish species as well as in fisheries related value adding activities such as fish processing and marketing. As far as the relationship between the conservation of aquatic resources and the generation of income is concerned, the quality of the aquatic environment and the economic success of mariculture micro-enterprises and activities are directly related. This should create a strong motivation for fisherfolk enterpreneurs involved in such type of enterprises to be strong advocates and stewards of a healthy coastal ecology. In the long term, fisherfolk will benefit from the development of various micro-enterprise initiatives. It is clearly in their interest.

Book excerpt: The FAO Expert Workshop on Methods and Indicators for Evaluating the Contribution of Small-scale Aquaculture to Sustainable Rural Development held in Nha Trang, Viet Nam, from 24 to 28 November 2009, attempted to develop an indicator system to measure the contribution of SSA. The workshop used a number of processes and steps in the developing the indicator system, including: (i) understanding the subject of measurements; (ii) identifying an analytical framework and ratting criteria (iii) developing a list of SSA contributions; (iv) categorising the contributions; (v) devising and organising the indicators of contribution; and (vi) measuring the indicators. The major outcome was the development, through an iterative process, of an indicator system which can provide a good measure of the contribution of SSA based on agreed criteria (accuracy, measurability and efficiency) and the sustainable livelihood approach analytical framework which consists of five capital assets (human, financial, physical, social and natural) and can be used for various livelihoods options.

Book excerpt: Given the lack of adequate universal social welfare for those unable to find jobs in the salaried formal sector, the livelihoods and well-being of most poor people depends heavily on their asset base. This includes their ability to access and accumulate assets, obtain decent returns from these assets, and use their asset base to manage risks. 'Assets, Livelihoods, and Social Policy' discusses the diverse strategies adopted by people in different contexts to accumulate assets through migration, housing investments, natural resources management, and informal businesses. An asset-based social policy can strengthen asset accumulation strategies as well as help the poor overcome the constraints of unfavorable institutional environments. To a considerable extent, asset accumulation strategies depend on the agency exercised by people themselves through individual or collective action. At the same time, the status of policies and institutions can enable or hinder these strategies and affect livelihood outcomes. In synthesis, the case studies lead to the differentiation among three different types of policies: - policies that affect outcomes by directly influencing access to assets by the poor such as land, housing, natural resources, or credit. - policies and public investments that change the nature of returns on assets such as investments in rural roads, agricultural inputs, and market development. - policies that transform the value of assets held by the poor by virtue of administrative decisions that increase or reduce value such as re-classification of land from arable or pasture to protected lands, land use regulations affecting resource use, or modification in regulations governing labor rights or migration. The chapters, originally commissioned to re-examine major gaps in knowledge and development practice ten years after the Copenhagen Summit on Social Development, are authored by leading scholars from economics, anthropology, sociology, geography, and development studies. This book is part of a new series, New Frontiers in Social Policy, which examines issues and approaches to extend the boundaries of social policy beyond conventional social services toward policies and institutions that improve equality of opportunity and social justice in developing countries. The data was collected through household survey, focus group discussion and key informant survey and analyzed by using Statistical Package for Social Sciences ans Ms-Excel. The study shows the hopeful rays of lights in relation to forest, enterprises and livelihood with the increase in standard of living index of the entrepreneurs after the establishment of forest based micro-enterprises.
