Book excerpt: Le rôle d'une gestion en temps réel des fonctions annexes de production (ex.: transports, outils) est essentiel dans le cadre d'une cellule flexible. Lors d'une analyse de type GRAI, distinguant composantes physiques, informationnelles et décisionnelles, nous proposons trois modes d'allocation d'une ressource de transport. Soit par classes de déplacements, soit par application de règles de gestion, soit, finalement, par ordonnancement local de l'ensemble instantané des déplacements à l'aide d'une méthode de séparation et évaluation progressive (SEP). L'application de nos méthodes nous a permis d'étendre les fonctionnalités d'un produit industriel de simulation par évènements discrets, SIMUFLEX, logiciel dédié aux cellules flexibles de production. En particulier, nous lui avons adjoint le choix de règles de gestion pour les ressources de stockage, fabrication et transport. La validation des modes d'allocation a fait l'objet d'une étude des résultats de simulation à l'aide d'une méthode d'analyse en composantes principales (ACP). A partir d'un cas réel d'une cellule de polissage du verre, nous avons testé différentes politiques de gestion. Ainsi, nous mettons en évidence l'incidence des choix de gestion sur les performances du système de production.

Book excerpt: La complexité du pilotage temps réel des systèmes de production flexibles nécessite des outils permettant d'exploiter ces flexibilités afin de réagir aux aléas perturbant l'évolution de la production. Nous présentons dans ce mémoire une approche de contrôle en temps réel du déroulement des opérations dans les systèmes de production flexible. Cette approche s'articule d'une part sur l'organisation du pilotage en centres de décisions, et d'autre part sur le contrôle des opérations de transfert et des oprérations de transformation d'état. Nous proposons une structuration du pilotage en centres de décision suivant une architecture de contrôle mixte, incluant les concepts de distribution et de coopéaration. Nous définissons la notion de tâche élémentaire et un ensemble d règles d'agrégation des ressources de base commandables. Ces règles utilisent les relations d'accessibilité et de connexité entre ressources, pour répartir les centres de décision, ce qui permet de définir les compétences de chaque centre de décision au sein de l'architecture. Pour contrôler les opérations de transfert, nous utilisons des fonctions de priorité pour la résolution des conflits d'accès aux ressources, puis nous proposons une heuristique de routage dynamique des produits, prenant en compte les points d'accumulations du sytème de transfert. La surveillance des opérations de traitement est basée sur l'évaluation de l'admissibilité des séquences d'opérations grâce à deux indicateurs. Cette évaluation nous permet, compte tenu des consignes de production et de l'ampleur d'une perturbation, de choisir l'action corrective adaptée à l'évolution du procédé.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.
