Book excerpt: The Council of Europe, of which all European States are members, plays a pivotal role in the promotion and protection of human rights, democracy, and the rule of law in Europe. Bringing together specialist scholars and practitioners, The Council of Europe: Its Laws and Policies offers profound insights into the functioning of the organization. The organization's primary and secondary law, its institutional structure, and its far-reaching fields of activities are comprehensively and systematically analysed. This volume investigates the impact of the Council's activities within the national legal systems of the Member States and the dense web of relationships between the Council of Europe and other international organisations. An important reference work on one of the most influential organizations in Europe, the book concludes that the Council of Europe has played a considerable role in the constitutionalization process of regional public international law.

Book History of the Council of Europe

Download or read book History of the Council of Europe written by Birte Wassenberg and published by Council of Europe. This book was released on 2013-04-01 with total page 452 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Council of Europe, the oldest European organisation, was founded in 1949 with the aim of unifying the continent as a whole. The decision to establish its headquarters in Strasbourg was, moreover, symbolic of the desire for reconciliation between peoples. From the outset the Council of Europe adopted an institutional structure comprising a committee of ministers and a parliamentary assembly - the first in Europe. This book retraces the history of the Organisation. Consisting initially of Western European states, the Council of Europe was destined to embrace all the continent's countries, but the Cold War delayed its enlargement. It is only since 1989 that the Council of Europe has become a truly pan-European organisation, now comprising 47 member states. Its mission is based on three major goals: protecting human rights, promoting democratic values and guaranteeing the rule of law. The Council of Europe is also very active in fostering co-operation in all areas of life: education, sport, culture, etc. Starting in 1959, the European Court of Human Rights grew to become the Organisation's flagship institution: its judgments are binding on the member states. As an intergovernmental organisation, the Council of Europe has had to contend with the growth of the European Union and has sought constantly to redefine its role in international relations. In these early years of the 21st century, will it succeed in securing a key position in the European institutional architecture?

Book The Role of Regions and Sub National Actors in Europe

Download or read book The Role of Regions and Sub National Actors in Europe written by Stephen Weatherill and published by Bloomsbury Publishing. This book was released on 2005-06-15 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays gathered in this collection examine the involvement of self-governing sub-national and regional actors in the law and policy-making of the European Union. State power is today exercised in the context of the complex institutional environment of the EU. But what of regions and sub-national actors? Are their interests adequately represented; can they advance them or can they,at least, protect them from unwitting or calculated damage? This book surveys the broad questions of law and political science and investigates the contribution of the EU's Committee of the Regions and also 'bottom-up' initiatives launched by the regions themselves. Given that much regional autonomy has been hard won, one would suppose that the centralising influence flowing from the EU's intrusion into the domestic settlement would be treated with extreme caution by the regions. Moreover, among the Member States there is great diversity in the patterns of political organisation adopted to cope with the tension between the centralisation of power and respect for local autonomy. Case studies including Spain, Germany and Finland reveal that there is no single consistent historical narrative. States change, as the UK's recent experience illustrates. The book offers findings that are interesting at a general level in investigating patterns of multi-level governance, but is also rich in case-specific information.
