Book excerpt: La transition écologique est un projet commun qui a vocation à rassembler tous les secteurs de l'économie et de la société. Préserver et reconquérir la biodiversité est l'un des grands défis de cette transition : le développement des " emplois de la biodiversité " sera donc un indicateur de concrétisation de la volonté collective de le relever. Depuis 2010, différents travaux ont permis d'identifier les métiers et les emplois spécifiquement dédiés à la nature et à la biodiversité. Ceux de l'Atelier technique des espaces naturels (ATEN) et de l'Association nationale pour la formation professionnelle des adultes (AFPA) évaluent un premier cercle de 28 000 emplois spécifiquement consacrés à la biodiversité, auxquels s'ajoute un second cercle de 48 000 emplois qui contribuent à sa préservation, soit 76 000 emplois. L'état des lieux est cependant loin d'être achevé. De nombreux emplois en rapport avec la biodiversité sont pris en compte et agrégés dans les inventaires de l'économie et filières vertes ou verdissantes, sans que leur visibilité et leur identification soient assurées au sein du deuxième cercle. De même, la répartition des emplois concernés à partir d'une typologie des employeurs (Etat, collectivités, entreprises privées, associations) n'est pas connue avec précision. Certaines régions ont fait réaliser des études ou travaux de recherche proposant des approches prospectives et des points d'ancrage méthodologiques. Ces questionnements stimulants du sujet restent pourtant limités à quelques territoires. Pourtant les potentialités d'intégration de la biodiversité dans les emplois et métiers comme dans les pratiques des secteurs d'activité sont bien réelles. Elles représentent de forts enjeux de transformation des emplois existants, d'évolution des métiers comme d'adaptation des formations initiales et continues.

The research findings are being published in three books: "Can Anyone Hear Us?" gathers the voices of over 40,000 poor women and men in 50 countries from the World Bank's participatory poverty assessments (Deepa Narayan, Raj Patel, Kai Schafft, Anne Rademacher, and Sarah Koch-Schulte, authors). "Crying Out for Change" pulls together new field work conducted in 1999 in 23 countries (Deepa Narayan, Robert Chambers, Meera Shah, and Patti Petesch, authors). "From Many Lands" offers regional patterns and country case-studies (Deepa Narayan and Patti Petesch, editors). Voices of the Poor marks the first time such an exercise has been undertaken in so many developing countries and transition economies around the world. It provides a unique and detailed picture of the life of the poor and explains the constraints poor people face to escape from poverty in a way that more traditional survey techniques do not capture well. Each of the three volumes demonstrates the importance of voice and power in poor people's definition of poverty. Voices of the Poor concludes that we need to expand our conventional views of poverty which focus on income expenditure, education, and health to include measures of voice and empowerment.
