At the same time, the revolution in business affairs occurring within the Department of Defense (DoD) brings with it major impacts on the warfighter. One significant impact is in the area of increased reliance on contractor support, with changes both in the magnitude and the nature of that support. Contractors now provide many of the functions that were previously performed by military personnel, ranging from traditional base operations support to maintaining sophisticated weapons systems. This transition has occurred as a result of globalization and expansion of U.S. interests abroad, with a concurrent increase in military operating tempo (OPTEMPO). Furthermore, transformation dictates that the military must have the capability to deploy quickly and decisively, with the optimum tooth-to-tail ratio, while complying with established troop limitations set by Congress or host nations. Other factors have exacerbated the situation-deep cuts in DoD personnel and budgets, the Congressional push to privatize functions that can be accomplished outside the military, and new technology and complex weapons systems that have found their place on the battlefield. Contractors on current and future battlefields create a host of challenges for the commander. This paper chronicles the historical perspective of contractor support to the military. It reviews policy and doctrine and examines critical DoD issues and risks in light of the movement to contract out more, not less-and differently-in the future. Lastly, the paper looks to the future and identifies a course of action to legitimize contractors as an integral piece of the Total Force, augmenting existing DoD force structure and creating a seamless partnership between contractors and the military.

Department of Defense initiatives to adopt a leaner business strategy, increase efficiency, and reduce expenditures have exposed the battlefield commander to additional operational risk centered on the command and control associated with outsourcing efforts. The challenge to the commander is to specifically design a planning and execution methodology that integrates contractor and military personnel efforts that support success on the battlefield. A growing reliance on contractor support provides significant challenges for commanders to overcome. The challenges presented by the loss of core competencies, limited flexibility brought on by contractor security concerns, the legal limitations on the role that contractors can play on the battlefield, and the failure to integrate contractors fully into the command and control system are all critical to battlefield success. Striving to integrate contractors on their battlefield, commanders must integrate them as part of the total force. To do this, commanders must assimilate contractors into their command and control systems, define the contractors' mission via the unit's desired end-state, evaluate risk by determining the contractors' ability to perform under combat conditions, replicate the habitual relationships organic support units share with operational units, and limit the risk associated with contractor failure.

Despite the current military philosophy on outsourcing, the increasing dependence of our war fighters on this support, the emphasis on partnership with the commercial industry, the Army and Joint Vision statements which stress "Focused Logistics" and "On Time Delivery," and the demands for multinational and host nation logistics support, these concepts and the use of civilians on the Battlefield remain highly volatile issues.. Little definitive policy guidance and training are provided. Commanders' and war fighter's attitudes and training remain entrenched in the" Iron Mountain" paradigm. Contractor loyalty to the "almighty dollar" as opposed to support for/of the front-line soldier remains serious questions which will be difficult to test in a non-warfare environment. Budgetary constraints as well as technological advances will continue to drive policy in this direction and put pressure on the Logistics community to provide the necessary support. However, can we depend on paid contractors to meet the demands and face the stresses that our current military and non-contractor logicians face? Failure in this area is not an option. Our American fighting forces require, deserve, and must have the best support to defeat any prospective enemy on any battlefield. This book will endeavor to address these issues and proposed solutions for ensuring the support necessary to help our soldiers maintain, survive, and win on the modem battlefield.

This report proposes a method for comparing the "residual risks" of using military and contract sources to perform specific support activities on the battlefield. It applies the Army's standard approach to risk assessment, which identifies sources of risk, or "threat"; the risks the threats present; the opportunities to mitigate these risks; and the risks that remains - the residual risk - when the Army chooses a particular course of action to mitigate risks. The approach considers choices of military and contract sources, with appropriate mitigation strategies, as alternative courses of action and compares the residual risks associated with each choice. The approach offers an orderly way to translate relative inherent capabilities of military and contract sources, terms of applicable statue-of-forces agreements, and threats at any particular place and time on the battlefield into a comparison of the residual risks associated with military outcomes, the safety of contract personnel, resource costs, and other policy factors of greatest importance outside a particular contingency setting.

Throughout the history of warfare, armies used the services of non-military personnel or civilians to accomplish logistical functions to maintain the force and support combat operations. Colonial forces in the Revolutionary War relied on contracted teamsters for services at Valley Forge. United States forces have continued to rely on contractors to provide support from the Revolutionary War to the Gulf War. In Bosnia, contractors provided fifty-two types of support -- from LifeCycle (TRADENAME) treadmills to helicopter maintenance by Bell and Boeing. Continued budgetary pressure, however, will force the military to further outsource services to industry. The logistics focus is not merely the amassing and storage of material and equipment, but ultimately the timely and balanced arrival of resources to the forces in need. Using responsiveness, flexibility, and economy as criteria to determine the level of risk; this paper answers if the United States Army's theater services contracting path presents unacceptable risk to successful operations. The author argues that the United States military (specifically the Army) due to budgetary pressure, has accepted an unreasonable risk with its policy towards contractors on the battlefield. The recommendations include numerous methods to mitigate risk. These recommendations include changes in leadership, planning, training and doctrine. Training and doctrine for contractors on the battlefield form the framework for the leadership through anticipatory planning to develop "habitual relationships" between contractor and soldier, solidifying the bond ensuring successful mission accomplishment.

Reduction in force and defense budgets, out-sourcing, complex technology, and operational tempo has forced the United Stated Government to rely heavily on non-uniformed support to carry out mission objectives in a theater of operations. Contracting has had several problems to include insufficient oversight, transparency and accountability, and ambiguous legal status potentially leading to contract waste, fraud and abuse. To reduce waste, fraud and abuse there are several tools that the federal government can use. This paper will focus on those tools that are not being effectively utilized and provide recommendations for improving contractor performance and accountability, contracting and management systems and practices, as well as, the skills of the acquisition workforce.

Book excerpt: For centuries, the US military has wrestled with decisions about when and how to use private contractors, especially "Contradors on the Battlefield." Reports of mixed performance, inexperienced contracting officers, miscommunication, and profiteering date back to the Revolutionary War. History may be "living history," in part, because decision-makers have lacked adequate means of systematically anticipating future outcomes and harvesting lessons from the past. The US military's risk-management framework, a familiar tool in other operational settings, may fill that void. To illustrate, this paper applies the framework to the Army's Balkans Support Contract (BSC); the contract covers a variety of life support, transportation, and maintenance services and has registered a substantial track record in deployment. The application demonstrates the utility of the risk-management framework and draws general lessons from the BSC experience for selecting service providers and for contract development, management, and oversight. Four deceptively simple lessons emerge from the analysis: first, not all risks are inherently contractual; most are environmental or activity-based. Second, risk is dynamic; appropriate responses change over time. Third, a contract is only as good as its customer; design and execution determine outcomes. And fourth, risk management is not risk elimination; not all risk can or should be eliminated.
