Download or read book Time related Incentive and Disincentive Provisions in Highway Construction Contracts written by Gary J. Fick and published by Transportation Research Board. This book was released on 2010 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report will be of interest to state and local highway agency construction managers and contractors with regard to learning about best practices of time-related incentive and disincentive contract provisions and their effect on staffing levels, productivity, project cost, quality, contract administration, and the contractor's operations and innovations. The report also presents a decision process guide to use as a template for crafting the incentive/disincentive provisions.

Book Contract Time Optimization Methodologies for Highway Construction Projects

Download or read book Contract Time Optimization Methodologies for Highway Construction Projects written by Yi Jiang and published by Purdue University Press. This book was released on 2009-03-01 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study was conducted to develop methodologies for appropriately determining the monetary values of I/D rates of highway construction projects in Indiana. In this study, a comprehensive literature review was performed to identify possible effective methodologies for work zone effects, construction impacts, and contract time optimization. The highway production rates were developed in a previous study. The production rates were validated and adjusted with the help from INDOT field engineers. The weigh-in-motion (WIM) collected traffic data were obtained, processed, and analyzed to provide input data for user cost calculations at highway work zones. Construction data were obtained and processed to develop the relationship between the construction cost and construction time. With the traffic and construction data, the methods for user cost calculations were developed as the basis of determining appropriate I/D rates. User costs resulting from traffic delays at Indiana highway work zones were analyzed. A series of equations for estimating user costs at work zones were developed. User cost calculation sheets using MS Excel were developed based on the traffic data on Indiana highway network. Finally, a method was developed to determine I/D rates based on the relationship between construction cost and construction time in combination with the estimated user costs at given work zones. Guidelines for developing A+B bidding and I/D provisions were provided.

Book Guidance for Cost Estimation and Management for Highway Projects During Planning Programming and Preconstruction

Anderson and published by Transportation Research Board. This book was released on 2007 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'TRB's National Cooperative Highway Research Program (NCHRP) Report 574: Guidance for Cost Estimation and Management for Highway Projects During Planning, Programming, and Preconstruction explores approaches to cost estimation and management designed to overcome the root causes of cost escalation and to support the development of consistent and accurate project estimates through all phases of the development process, from long-range planning, through priority programming, and through project design. NCHRP Web-Only Document 98 details the steps followed by the research team in the development of NCHRP Report 574"--Publisher's description.

Book The Effect of Lump Sum Contracts on Bidding Behavior and Procurement Costs in Public Highway Construction

Download or read book The Effect of Lump Sum Contracts on Bidding Behavior and Procurement Costs in Public Highway Construction written by and published by . This book was released on 2014 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: I study the effect of lump sum contracts on bidding behavior and procurement costs in highway construction. For highway construction projects we usually observe ex-post changes in design due to unforeseen site condition. The Florida Department of Transportation (FDOT) offers two different contract types regarding compensations for ex-post quantity changes of work item. Under the standard contract, the department provides a list of work items and their quantities. If there is a quantity change, the contractor's unit price bid on that work item is used to make pay adjustment. On the other hand, under the lump sum contract, bidders are allowed to design the project themselves and no pay adjustments are made for ex-post quantity changes. In Chapter 1, I propose a theoretical model to describe bidding behavior under the lump sum. They are willing to inflate bids to self-insure against ex-post changes, while they should make a cost-efficient design to win the contract. Compared to the standard, lump sum contracts may increase or decrease bids, but they reduce the expected payments in many cases. In Chapter 2, I estimate the effect of lump sum contracts on (winning) bids and procurement costs. I assume that the outcome variables are independent of the assignment conditional on observables. And I use regressions and propensity score methods to estimate the effects. Specifically, I use a trimmed sample for regressions in which some seemingly extreme observations are dropped based on the propensity scores. With miscellaneous projects, lump sum does not increase the outcome variables. And I allow the assignment decision to be endogenous and use the treatment effect model to quantify the impact. In particular, I use district and task dummies as instrumental variables. It turns out that the outcome variables do not increase under the lump sum. And I test for unobserved project heterogeneity conditional on all the covariates by exploiting multiple bids within an auction. Using the FDOT data, the correlation coefficient for the trimmed sample is close to zero, which implies no serious unobserved project heterogeneity. Thus, the regression results with the trimmed sample are supported.

Book Guidebooks for Post award Contract Administration for Highway Projects Delivered Using Alternative Contracting Methods

Download or read book Guidebooks for Post award Contract Administration for Highway Projects Delivered Using Alternative Contracting Methods written by Keith Robert Molenaar and published by . This book was released on 2020 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The use of alternative contracting methods (ACMs) has accelerated the delivery of highway design and construction projects. These changes came about through efforts of the Federal Highway Administration (FHWA) and state agencies over the last 30 years. The TRB National Cooperative Highway Research Program's NCHRP Research Report 939: Guidebooks for Post-Award Contract Administration for Highway Projects Delivered Using Alternative Contracting Methods, Volume 3: Research Overview provides the necessary methods and tools to help state agencies better administer Design-Build (D-B) and construction manager-general contractor (CM-GC) contracts on highway construction projects. This Research Report documents the rigorous process followed to produce these two Guidebooks. Vol. 1, on design-build delivery, and Vol. 2, on construction manager-general contractor delivery, are also available."--

Book Construction Costs Using Federal Vs Local Funds

Download or read book Construction Costs Using Federal Vs Local Funds written by Varun Kishore and published by Purdue University Press. This book was released on 2008-10-01 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Costs of highway construction projects have been rising with rising prices of construction materials such as asphalt, concrete and steel. Identifying cost saving strategies is one of the ways of efficient utilization of available funds (federal and local) by the state Department of Transportations (DOTs) and Local Public Agencies (LPAs). A case study comprising of a sample pair of projects (a federal-aid project and a 100% locally funded project) constructed in Elkhart County, Indiana was undertaken to compare construction costs when sources of funding vary. Based on analysis of cost details from these two projects and discussions with the general contractor involved with these projects and other contractors in Indiana, possible reasons of cost differences between the projects were identified. Pavement evaluation tests were conducted to compare the pavement conditions of the road sections built under the two sample projects. This report presents some observations regarding cost differentials between federally funded projects vs. 100% locally funded projects, and provides some suggestions for future investigation and study.
