Considering high proportion of youth in AMC's population, difficult labour market conditions without decent jobs, and the political transition after the Arab Spring, this paper looks at the continuity and change of youth migration patterns from the AMCs. Continuity and change are discussed through reviewing typical profiles of migrants (age, gender), their education levels, labour market status and reasons for migration. The traditional Arab migrant destinations of Europe and the Gulf are revisited in terms of economic and political developments and the evolution in their migration policy. A particular reference is made to the EU's policy developments and the impact of the Arab Spring on emigration flows. The paper ends with the conclusions of: small change based on "path-dependency", continuing pressure of emigration flows, and the unfitting skills set of potential migrants within the context of global job market. Recommendations focus on improving skills and education cooperation between the EU and the AMCs.

Book excerpt: This research is a systematic comparison of youth migration experiences between two birth cohorts, using the first ten rounds of two national longitudinal surveys of youth, NLSY79 and NLSY97. Results show both changes and continuities in youth migration patterns across cohorts for ages16-25. Specifically, youth today have a delayed but stronger migration momentum than the late baby boom generation, the dividing point being at age 22. Women are more likely to migrate than men in the recent cohort, but not in the older cohort. Whites migrate considerably more than blacks and Hispanics consistently across cohorts. The likely life events in youth's transition to adulthood are important indicators of youth's migration propensity for both cohorts. Particularly, graduating with a bachelor's degree is the most powerful predictor of youth's migration propensity. Other life events such as getting married; becoming separated, divorced, or widowed; dropping out of college; and losing a job are also significantly associated with youth migration. In general, the effects of these life events on youth's migration propensity are weakened across cohorts, but the importance of having a college degree on migration propensity has been increasing.

Eight years on, in-depth exploration is still needed of the conditions in which millions of (mainly young) people demanded change. In this context, this volume examines the state and diversity of the forms of socioeconomic, political and cultural marginalization facing the region's young men and women, as well as the strategies and routes of contestation by which they escape them. Through the interdisciplinary empiricism of this book, based on the results emerging from the SAHWA Project (funded by the European Commission under the Seventh Framework Programme, grant agreement no 613174), we aspire to build a complex description and analysis of the current situation of the Arab Mediterranean youth. The aim is to fathom out young people’s patterns, agency and living conditions, focusing on the relational character of the juvenile worlds actively constructed by themselves. The authors explore the main trends that are reflected in the social strategies, cultural constructions and changes within the Arab youth population, and whether the creation of new lifestyles and the emergence of youth cultures are an indicator of sociopolitical transitions. To answer all these questions the researchers have conducted a comprehensive study in five Arab Mediterranean countries: Algeria, Egypt, Lebanon, Morocco and Tunisia. Based on mixed method research the data collection is composed of two primary sources: the SAHWA Youth Survey 2016 (2017), in which 10,000 young people were interviewed; and the SAHWA Ethnographic Fieldwork 2015, involving more than 200 young people.

The subject of migration has been moving up the policy agenda of the EU for some time now. Faced with an aging population, possible labor and skills shortages in the economies, and the need to compete for talent with countries such as Australia, Canada, and the United States, the EU is beginning to see legal migration as an opportunity and is thus taking a more proactive approach toward it. 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' aims to unravel the complex relationship between migration and skills development. Based upon extensive field surveys carried out by the European Training Foundation and joint analysis of data with the World Bank, the book paints a precise picture of potential and returning migrants from four very different countries two traditional (Egypt, Tunisia) and two new (Albania, Moldova) sending countries. It describes the skills these migrants possess, the extent to which migrants are able to use their skills and training while abroad, and the impact that the experience of migration has on their skills development.
