Book excerpt: Today, operational commanders face a myriad of decisions to make in support of major operations plans, contingency plans and campaign plans. Perhaps one of the most difficult decisions is how to support these plans logistically. Operational logistic support decisions are never easy to develop and have become more difficult due to the recent draw down of the military force structure and the advent of Joint Vision 2010. The Logistics Civil Augmentation Program (LOGCAP) is a viable resource that the operational commander can utilize to augment force structure. However, operational commanders must have an understanding of the concepts and underlying parameters for the incorporation of LOGCAP. Initially, the commander must first examine stated criteria to determine if the use of LOGCAP is justified. If these criteria are met, the commander must then understand how LOGCAP contractors will integrate into the command and control structure, how LOGCAP fits into their operational campaign and contingency planning process, and the additional force protection requirements that LOGCAP may demand. Finally, an understanding of the assimilation of these key elements is warranted to provide the commander with the ability to extend operational reach. This paper will address these issues and provide operational commanders with a better understanding of how to effectively incorporate LOGCAP into their operational logistics scheme.

The Logistics Civil Augmentation Program, or LOGCAP, is one of the more recent programs developed to optimize the use of our ever decreasing military forces. LOGCAP is the preplanned employment of civilian contractors, contracted for in peace, to perform support missions in the theater of operations. The military has increasingly turned to contractors for wartime support since the days of Napolean. In the decade following the Vietnam War, the Soviet military build-up forced the United States to turn to civilian firms to offset the projected shortfall in forces available to counter the threat. Originally designed to be a decentralized program, planned and contracted for at the MACOM level to support the corresponding regional CINCs, LOGCAP met with little support and was not a factor in the Gulf War. The program was revised and in 1992 a single, worldwide contract was let to provide theater support base services to all interested MACOMs. This new version of LOGCAP was put into action for the first time for Operation RESTORE HOPE in Somalia. This study examines the evolution of LOGCAP and its utility in Somalia. It focuses on the issues that arose both before and during the relief effort in Somalia. The purpose of the study is to educate the reader and stimulate further discussion and thought on the concept of LOGCAP and its applicability to future operations.

Book excerpt: Established in 1985, the Logistics Civil Augmentation Program (LOGCAP) is a U.S. Department of the Army (Army) program that preplans for the use of global corporate resources in support of worldwide contingency operations. In the event that U.S. forces deploy, contractor support is then available to a commander as an option. The focus of this review is LOGCAP Task Order 130 that was awarded on April 27, 2006, to Kellogg, Brown and Root Services Inc. (KBR) to provide services necessary to support, operate, and maintain the Chief of Mission and Multi-National Force-Iraq staffs located at the U.S. Embassy-Iraq, and at other Chief of Mission sites within Iraq located in Baghdad, Basra, Al Hillah, and Kirkuk. We performed this review at the request of the Management Counselor, U.S. Embassy-Iraq. The broad objectives of this review were to determine whether the U.S. Government is receiving the services paid for under LOGCAP Task Order 130 and whether the support provided is reasonable, efficient, and cost effective. This report specifically addresses three issues: (1) Does the government have a process in place that ensures requirements are properly validated?; (2) Did KBR's performance meet contractual requirements in an effective and efficient manner?; and (3) Is the government performing adequate oversight of KBR's performance? This is a partial review of Task Order 130; it specifically examined elements of contractor operations conducted within the International Zone of Baghdad, Iraq, for services in four areas: fuel operations, food service, billeting, and morale/welfare/recreation services.

Book excerpt: Historically, the U.S. military has made use of civilian personnel and contractors to perform Combat Support (CS) and Combat Service Support (CSS) functions. The trend today is towards increasing this use with the intent of transitioning limited uniform military positions from "tail to tooth." The trend is also being driven by strategic initiatives related to privatization and outsourcing as well as a need to utilize contractor specific knowledge skills in maintaining increasingly complex military systems. The use of contracted support has proven to be a force multiplier for the operational commander. Programs like LOGCAP and AFCAP have been used effectively during contingency operations to provide supplies and services to the deployed military force. Unfortunately, this force multiplier comes at a cost. Using contractors in lieu of uniformed military personnel causes difficulties with both Command and Control as well as with providing Operational Force Protection.
