Book excerpt: The purpose of this research is to provide guidance by which future U.S. Navy Contingency Contracting Officers (CCOs) can effectively prepare for contingency operations. Additional research will provide guidelines for sustainment to support major contingencies. The research for this study was accomplished by reading literature on the subject of contingency contracting. Further research encompassed gathering information on lessons learned from past contingency contracting operations. Contingency contracting issues provided in this research project include an examination of preparatory steps required by Navy CCOs prior to deployment. Also included are sustainment issues that could positively affect a contingency operation and funding requirements that should be understood while conducting contingency operations. Additionally, this study provides conclusions and recommendations that could enhance the effectiveness of future Navy CCOs in support of contingency operations. Appendixes include a contingency contracting deployment kit, a list of personal items needed for contingency operations, approximately 23 forms used in contingency contracting, a contracting checklist, and a list of acronyms. Book excerpt: The purpose of this study is to identify problems that contingency contracting officers have faced in past contingencies, what problems they are facing in current contingencies, and what problems they are likely to face in the future as the nature of warfare changes, yet they want to increase their efficiency and effectiveness. This effort was accomplished by conducting a historical analysis of contingency contracting from 1775 up to today's Operation Iraqi Freedom, with special emphasis on contingencies occurring between 1990 and 2005. An evaluation of the generations of war was conducted to determine what challenges contingency contracting officers may face in the future. The results of this study revealed four main problem areas that hinder a contingency contracting officer's efficiency and effectiveness. These four areas are (1) Policy, (2) Planning, (3) Organization, and (4) Training. The study then analyzed each of these areas to identify how it was hindering the contingency contracting officer. Recommendations ranged from developing a Joint Contingency Contracting Operations Manual to adopting a new contingency contracting structure based on the Yoder Three-Tier Model.

Book excerpt: Contingencies such as regional conflicts, humanitarian and peacekeeping missions, or international or domestic disaster relief missions dictate the immediate deployment of military forces. This rapid deployment of Service members and other military assets requires concurrent deployment of supporting assets such as Contingency Contracting Officers (CCOs). The purpose of this research was to detail and compare the contingency contracting establishments of the Air Force, Army, Navy/Marine Corps, and Defense Contract Management Agency. The thesis compares and contrasts the regulations governing the contingency contracting operations, the organization structure, contingency contracting support plans, and the training requirements and duties of CCOs of the aforementioned components. All components have adequate structures in place for contingency contracting. However, the research provides several conclusions and recommendations on how the Services could conduct contingency contracting operations more efficiently. Recommendations include the establishment of a contingency contracting chief within the Marine Corps, scenario-based field training within Department of Defense and the Services, and tailored pre- deployment training within each Service. As the Services continuously redefine their missions, they must adapt all subordinate units and organizations to ensure personnel have the training and equipment to meet any contingency.

Book excerpt: This research project examines the problem caused by an inefficient matriculation process for contingency contracting officers that is more ad hoc than it is deliberate. The report specifically analyzes the fundamental differences among educational resources that are available to the contemporary contingency contracting officer: the Defense Acquisition University's CON 234 and CON 334, the Naval Postgraduate School's MN 3318, and the U.S. Army's Soldier's Manual of Common Tasks (51C). We examined three factors that influence how these courses prepare acquisition professionals: the relative similarities and differences among the four courses; the extent to which each course benefits contingency contracting officers of varying targeted levels of proficiency; and whether the intent of each course is met in relation to its course description and targeted audience. The analysis incorporated the use of a benchmark hierarchical model, the Yoder Three-tier Model, to differentiate the four courses' learning objectives and target audiences. Additionally, we assisted the Army's Expeditionary Contracting Command in the fielding and validation of a Proficiency Assessment Test for contingency contracting officers. Our research efforts in this regard included conducting market research of Web-based test solutions, designing the user interface, inputting over 1,400 test questions, and analyzing examinee results.

The issues were: garrison duties vs. duties on deployment, the experience level of CCOS, training planning, and assistance available to CCOs during deployments. The results of this study indicate the Army needs to re-examine the following areas: contracting experience of officers assigned as CCOS, contingency contracting guidance, specific duties of the CCO, training of Unit Ordering Officers, and the feasibility of the overall contingency contracting plan. This study recommends: using Non-Commissioned Officers as CCOS, providing firm guidance for contingency contracting, involving CCOs during early planning, and studying the size of the contracting element.
