Book excerpt: This report outlines the conceptual framework for sand and dust storms (SDS) hazard risk and vulnerability assessment and mapping in agriculture and provides the elements as part of SDS contingency planning process in agriculture in Mongolia. Its main purpose is to provide an applicable procedure to reduce SDS risk and impacts on agriculture. This is the first attempt to develop a contingency plan for SDS risk reduction in agriculture. It includes a set of agriculture-specific indicators proposed to assess SDS risk and discusses the required steps for developing indicators and procedures. Furthermore, a methodology for SDS contingency planning in agriculture is described, including the legal and institutional frameworks in Mongolia relevant to SDS intervention as well as the organizational responsibilities for implementing the contingency plan. It reviews the main action areas and challenges to be addressed in SDS contingency planning in agriculture for two rural districts or soums (Saintsagaan soum of Dundgobi province and Zamyn-Uud soum of Dornogobi province). It provides an action framework for the identification and fine-tuning of SDS priority actions to be addressed and integrated into existing national and local SDS disaster risk reduction/management plans and/or sectoral development plans in Mongolia.Mongolia is highly impacted by sand and dust storms (SDS), particularly livestock herding. Reducing risks and mitigating the adverse effects of SDS on agriculture remains very important as the country is highly dependent on the sector. With climate change, it is expected that droughts and land use changes will increase the frequency and severity of SDS risks. Hence, urgent action is needed, whereby short-term responses are required to be linked to long-term development actions for building resilience against SDS.

If modifying urban form can reduce extreme temperatures in one of the hottest places on the planet, then perhaps other communities can learn how to create livable cities during a time of rapid changes to the climate. In fact, despite the periods of extreme heat, strategic planning and management of urban areas can improve residents’ and visitors’ ability to live, work, and move throughout the city comfortably. Doha, Qatar, a city with one of the most extreme climates on earth, has undergone rapid development over the past 40 years. Although cities in the Middle East are expanding at three times the international average (UN Report, 2012), the rapid population and physical growth remain largely unexamined, particularly in terms of the unique conditions, qualities, and characteristics that give rise to these emerging centres. Speed, quality, and extent of urbanization impact neighbourhood-scale environmental conditions, and this book provides evidence that urban forms and materials can help to mediate temporal variation in microclimates and that landscape modifications can potentially reduce temperatures and increase accessibility to outdoor environments. By applying the lessons in this book, communities around the world can better adapt to the increasing frequency, duration and intensity of extreme heat.

This phenomenon cannot be adequately explained with simple descriptions of key events, politics and housing outcomes. Critical Realism and Housing Studies pushes debate forward, arguing that a new ontological perspective is required to address fundamental issues in housing and comparative research. This book is clearly organized into three parts which: evaluate ontological and methodological alternatives for comparative housing research provide two historical case studies inspired by critical realist ontology compare the causal tendencies that explain diverging housing pathways in Australia and the Netherlands. Lawson proposes that we turn to critical realism for the solution. From this perspective the causal tendencies of complex, open and structured housing phenomena are highlighted. With this insight we are able to extract the key social arrangements which promote different housing solutions from the historical case studies. Social arrangements which are found to influence alternative pathways in housing history concern the property rights, circuit of savings and investment, as well as labour and welfare relations. As they develop differently over time and space they affect where, when and how housing solutions develop.
