What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholderswith varying degrees of formalizationwho work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.

Book excerpt: This detailed study of the use of water at different price levels by residential consumers in the Toronto-centred region from Hamilton to Oshawa challenges the basis of our present urban water supply policy. Adoption of the recommendations presented would mean higher prices to householders, but a considerable saving of hundreds of millions of tax dollars over the next three decades. The present policy uses a 'requirement approach' in which future water needs are calculated by extrapolation of past trends and an assumption that demand is inelastic. This leads to excessive levels of water use and over-investment in water supply, sewage collection, and treatment systems. The resultant misallocation of resources can be corrected by adoption of a demand/management approach in which investment policy is guided by consumer demand and alternative pricing arrangements are used as a management tool. Dr. Grima examines several alternative choices for management, such as metering, increasing marginal prices, sewerage charges, seasonal charges, and an increasing price block schedule, and describes the results of each. It investigates the productivity of the pattern, the spread of the construction in Modern English, and looks into text type-specific preferences for the construction. On a more abstract level, it combines the corpus-based description of mediopassive constructions with cognitive linguistic models, drawing largely on notions such as ‘prototype’, ‘family resemblances’, ‘patch’ and ‘construction’. The theoretical modelling is largely based on data from real texts. These come from publicly available machine-readable corpora, text-databases and a single-register ‘corpus’ (American mail-order catalogues). The study combines the corpus-based approach with cognitive theories and is therefore of interest to both empirical and theoretical linguists.

Book excerpt: Media reports describing the destruction of people's homes, for reasons ranging from ethnic persecution to the perceived need for a new airport or highway, are all too familiar. The planned destruction of homes affects millions of people globally; places destroyed range in scale from single dwellings to entire homelands. Domicide tells how and why the powerful destroy homes that happen to be in the way of corporate, political, and bureaucratic projects. Too frequently, this destruction is justified as being in the public interest. Douglas Porteous and Sandra Smith begin their analysis by examining just how important home is to human life and community. Using a multitude of case studies of displacement, they derive a theoretical framework that addresses the motives for, methods, and effects of domicide. Two case studies of resettlement resulting from hydro-electric power development in British Columbia are used to test this framework. Porteous and Smith assess the implications of loss of home, evaluate current efforts at mitigation, suggest better policies to alleviate the suffering of the dispossessed, and – as a last resort – urge resistance against unacceptable projects.
