Focusing on political transformation, electoral reform, and new economic policies to aid poor and struggling farmers, the Populists and their coalition partners took power at all levels in the only southern state where Populists gained statewide office. For a brief four years, the Populists and Republicans gave an object lesson in progressive politics in which whites and African Americans worked together for the betterment of the state and the lives of the people. James M. Beeby examines the complex history of the rise and fall of the Populist Party in the late nineteenth century. His book explores the causes behind the political insurgency of small farmers in the state. It offers the first comprehensive and in-depth study of the movement, focusing on local activists as well as state leadership. It also elucidates the relationship between Populists and African Americans, the nature of cooperation between Republicans and Populists, and local dynamics and political campaigning in the Gilded Age. In a last-gasp attempt to return to power, the Democrats focused on the Populists' weak point--race. The book closes with an analysis of the virulent campaign of white supremacy engineered by threatened Democrats and the ultimate downfall of already quarreling Populists and Republicans. With the defeat of the Populist ticket, North Carolina joined other southern states by entering an era of segregation and systematic disfranchisement. James M. By the 1890s, Wilmington was North Carolina’s largest city and a shining example of a mixed-race community. It was a bustling port city with a burgeoning African American middle class and a Fusionist government of Republicans and Populists that included black aldermen, police officers and magistrates. There were successful black-owned businesses and an African American newspaper, The Record. But across the state—and the South—white supremacist Democrats were working to reverse the advances made by former slaves and their progeny. In 1898, in response to a speech calling for white men to rise to the defense of Southern womanhood against the supposed threat of black predators, Alexander Manly, the outspoken young Record editor, wrote that some relationships between black men and white women were consensual. His editorial ignited outrage across the South, with calls to lynch Manly. But North Carolina’s white supremacist Democrats had a different strategy. They were plotting to take back the state legislature in November “by the ballot or bullet or both,” and then use the Manly editorial to trigger a “race riot” to overthrow Wilmington’s multi-racial government. Led by prominent citizens including Josephus Daniels, publisher of the state’s largest newspaper, and former Confederate Colonel Alfred Moore Waddell, white supremacists rolled out a carefully orchestrated campaign that included raucous rallies, race-baiting editorials and newspaper cartoons, and sensational, fabricated news stories. With intimidation and violence, the Democrats suppressed the black vote and stuffed ballot boxes (or threw them out), to win control of the state legislature on November 8th. Two days later, more than 2,000 heavily armed Red Shirts swarmed through Wilmington, torching the Record office, terrorizing women and children, and shooting at least sixty black men dead in the streets. The rioters forced city officials to resign at gunpoint and replaced them with mob leaders. Prominent blacks—and sympathetic whites—were banished. Hundreds of terrified black families took refuge in surrounding swamps and forests. This brutal insurrection is a rare instance of a violent overthrow of an elected government in the United States. It halted gains made by blacks and restored racism as official government policy, cementing white rule for another half century. It was not a “race riot,” as the events of November 1898 came to be known, but rather a racially motivated rebellion launched by white supremacists. In Wilmington’s Lie, Pulitzer Prize–winner David Zucchino uses contemporary newspaper accounts, diaries, letters and official communications to create a gripping and compelling narrative that weaves together individual stories of hate and fear and brutality. This is a dramatic and definitive account of a remarkable but forgotten chapter of American history.

Book excerpt: Following the collapse of Reconstruction in 1877, African Americans organized a movement—distinct from the white Populist movement—in the South and parts of the Midwest for economic and political reform: Black Populism. Between 1886 and 1898, tens of thousands of black farmers, sharecroppers, and agrarian workers created their own organizations and tactics primarily under black leadership. As Black Populism grew as a regional force, it met fierce resistance from the Southern Democrats and constituent white planters and local merchants. African Americans carried out a wide range of activities in this hostile environment. They established farming exchanges and cooperatives; raised money for schools; published newspapers; lobbied for better agrarian legislation; mounted boycotts against agricultural trusts and business monopolies; carried out strikes for better wages; protested the convict lease system, segregated coach boxes, and lynching; demanded black jurors in cases involving black defendants; promoted local political reforms and federal supervision of elections; and ran independent and fusion campaigns. Growing out of the networks established by black churches and fraternal organizations, Black Populism found further expression in the Colored Agricultural Wheels, the southern branch of the Knights of Labor, the Cooperative Workers of America, the Farmers Union, and the Colored Farmers Alliance. In the early 1890s African Americans, together with their white counterparts, launched the People's Party and ran fusion campaigns with the Republican Party. By the turn of the century, Black Populism had been crushed by relentless attack, hostile propaganda, and targeted assassinations of leaders and foot soldiers of the movement. The movement's legacy remains, though, as the largest independent black political movement until the rise of the modern civil rights movement.

Margaret Mulrooney argues that white elites have employed public spaces, memorials, and celebrations to maintain the status quo. The port city has long celebrated its white colonial revolutionary origins, memorialized Decoration Day, and hosted Klan parades. Other events, such as the Azalea Festival, have attempted to present a false picture of racial harmony to attract tourists. And yet, the revolutionary acts of Wilmington’s African American citizens—who also demanded freedom, first from slavery and later from Jim Crow discrimination—have gone unrecognized. As a result, beneath the surface of daily life, collective memories of violence and alienation linger among the city’s black population. Mulrooney describes her own experiences as a public historian involved in the centennial commemoration of the so-called Wilmington Race Riot of 1898, which perpetuated racial conflicts in the city throughout the twentieth century. She shows how, despite organizers’ best efforts, a white-authored narrative of the riot’s contested origins remains. Mulrooney makes a case for public history projects that recognize the history-making authority of all community members and prompts us to reconsider the memories we inherit.
