Book Understanding the Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA A Scheme Supporting Economic Development

Download or read book Understanding the Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA A Scheme Supporting Economic Development written by Rajesh Pal and published by GRIN Verlag. This book was released on 2019-01-17 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Academic Paper from the year 2018 in the subject Politics - Topic: Development Politics, , language: English, abstract: This paper investigates how the employment generating scheme MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) is different from other employment generating scheme and finds how MGNREGA is supporting economic development by creating community/productive assets at the level of villages. Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

Book Employment Generation and Social Capital Formation

Download or read book Employment Generation and Social Capital Formation written by Trailokya Deka and published by . This book was released on 2016 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Rural Employment Guarantee Scheme (NREGS) which was renamed as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in 2009 is a flagship employment guarantee programme of the Government of India (GoI). Implemented by the GoI in the year 2005-06, this programme is considered as a game changer in the realm of Indian development practice because of it's rights based approach and comprehensive geographical and social coverage. It has been a year short to a decade that this programme is in operation and has undergone a number of administrative and other changes including new additions with respect to it's cardinal features of administration, operation, scope of work and class of beneficiaries. Assam has been implementing the scheme from the 1st phase of it's implementation. Undertaking the matching methodology-Propensity Score Matching (PSM) and Difference in Difference (D-in-D) methods, this paper analyses the impact of MGNREGA on two of the very important dimensions of development i.e. employment and social capital formation. It's findings clearly support the positive impact of MGNREGA on these two variables and find them to be critical too. It also in a simple way validates MGNREGA's implicit claim to be regarded as novel development practice based on the contemporary concept of development (i.e. sustainable development) and approach (i.e. capability approach) to development.

Book Employment Guarantee Programme and Dynamics of Rural Transformation in India

Download or read book Employment Guarantee Programme and Dynamics of Rural Transformation in India written by Madhusudan Bhattarai and published by Springer. This book was released on 2018-06-08 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

Book Understanding Contemporary Indian Federalism

Download or read book Understanding Contemporary Indian Federalism written by Chanchal Kumar Sharma and published by Routledge. This book was released on 2018-12-07 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume analyzes centre-state dynamics in India placed against the backdrop of the election of a Narendra Modi-led Bharatiya Janata (BJP) government to central power in 2014. It reflects on how centre-state relations have been shaped by the legacy of nearly two decades of broad-based coalition government at the centre and the concurrent and ongoing liberalization of the Indian economy. To this purpose, the volume engages with several relevant questions linked to the political economy of Indian federalism and its ability to manage ethno-linguistic difference. Did liberalization strengthen the economic or political autonomy of the Indian states? What impact did party system change have on the capacity of parties in central government to influence the actions of state governments? How did party system change and liberalization influence the fiscal and financial autonomy of the states and the capacity of the centre in planning and social development? Did both processes strengthen the autonomy of Chief Ministers in foreign policy-making? What are the strengths and weaknesses of Indian federalism in ethno-linguistic conflict management and what do the recent split of Andhra Pradesh or the proposed formation of Bodoland tell us about the dynamics underpinning the management of ethno-linguistic difference in contemporary India? The chapters originally published as a special issue of India Review.

Book Recommendation on Social Protection Floors

Download or read book Recommendation on Social Protection Floors written by Tineke Dijkhoff and published by Kluwer Law International B.V.. This book was released on 2016-04-24 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the international community’s recognition of social protection as a human right, the vast majority of the world’s population still has no access to social protection. In a major effort to address this situation, the International Labour Conference unanimously adopted the Social Protection Floors Recommendation 202 of 2012. However, because of the wide variety of possible schemes (and techniques that can be employed to administer them), there is a genuine risk that important values relating to social protection will be overlooked in implementing the Recommendation. This collection of expert essays contains an in-depth clarification and analysis of the Recommendation and sets forth a clear and practicable set of principles that can be used both as a policy tool and as an assessment framework for the creation, maintenance, and supervision of a national social protection floor. This book pays detailed attention to each of the Recommendation’s key principles, including the following: – state responsibility; – universality of protection; – entitlement based in law; – adequacy and predictability of benefits; – non-discrimination; – financial solidarity; – good governance; – coherence of policies; and – social participation. A special feature of the book is its inclusion of case studies that display innovative social protection schemes focusing on children and families, persons of working age (particularly informal sector workers), and elderly persons. A concluding section offers useful insights on measures that can be taken and lessons learned. As a deeply informed and practical guide to ways in which states can (and do) establish and maintain a social protection floor as a fundamental element of their national social protection systems, this book has no peers. It will be warmly welcomed by jurists concerned with social protection throughout the world, by pertinent government agencies at all levels, by non-governmental organizations, and by academics in the field.
