Never before has the opposition party in Japan reached such a clear success in becoming the new ruling party of Japan and making the thus far dominant Liberal Democratic Party, abbreviated as LDP, the new opposition. As the newly elected government argues that the Iron Triangle Model, which dominates Japanese policy making processes, is outdated and proposed plans on how to reform it, new discussions about this post-war concept arose. Thus, this paper will deal with the following questions. In how far has the Iron Triangle Model been reformed in the recent years? Is Japan shifting away from this post-war model and, what, if anything, has been achieved by contemporary reforms? In how far are the reform attempts of former Prime Minister Koizumi and Prime Minister Hatoyama similar to each other? The goal of the paper is to answer these questions while also giving a diligent insight and thorough understanding of the Iron Triangle Model. Moreover, this model for Japanese policy making and its up-to-dateness will be rated. For answering these research questions, not only the newly proposed plans of the Democratic Party of Japan are to be elaborated and evaluated, but also the contemporary reform attempt of Koizumi Jun’ichirō, which started in 2001, is to be explained. While most scientific analyses and traditional studies tended to focus almost exclusively on either Prime Minister Koizumi’s or Prime Minister Hatoyama’s reform attempts in economic as well as institutional terms, this paper spotlights on a juxtaposition of Koizumi Jun'ichirō and Hatoyama Yukio’s institutional reforms. The reform attempts will be compared and evaluated based on scientific journals and research papers that solely focus on one of the actors or specific topics discussed in this analysis combining their findings. Also, official government information, publications by political parties and data from textbooks will deliver theoretical background and additional insight. The theory applied to solve the research question is the Iron Triangle Model, which characterizes Japanese policy making throughout the post-war era. An in-depth evaluation of the model, the actor’s roles as well as the reform attempts themselves will be executed to present a sound juxtaposition.

Ericson's Financial Stabilization in Meiji Japan overturns widely held views of the program carried out by Finance Minister Matsukata Masayoshi. As Ericson shows, rather than constituting an orthodox financial-stabilization program—a sort of precursor of the "neoliberal" reforms promoted by the IMF in the 1980s and 1990s—Matsukata's policies differed in significant ways from both classical economic liberalism and neoliberal orthodoxy. The Matsukata financial reform has become famous largely for the wrong reasons, and Ericson sets the record straight. He shows that Matsukata intended to pursue fiscal retrenchment and budget-balancing when he became finance minister in late 1881. Various exigencies, including foreign military crises and a worsening domestic depression, compelled him instead to increase spending by running deficits and floating public bonds. Though he drastically reduced the money supply, he combined the positive and contractionary policies of his immediate predecessors to pull off a program of "expansionary austerity" paralleling state responses to financial crisis elsewhere in the world both then and now. Through a new and much-needed recalibration of this pivotal financial reform, Financial Stabilization in Meiji Japan demonstrates that, in several ways, ranging from state-led export promotion to the creation of a government-controlled central bank, Matsukata advanced policies that were more in line with a nationalist, developmentalist approach than with a liberal economic one. Ericson shows that Matsukata Masayoshi was far from a rigid adherent of classical economic liberalism.

With few exceptions, however, Western approaches to the subject treat education as an instrument of change controlled by the Meiji political and intellectual elite. Principle, Praxis, and the Politics of Educational Reform in Meiji Japan offers a corrective to this view. By introducing primary source materials (including teaching manuals, educational periodicals, and primary school textbooks) missing from most English-language works, Mark Lincicome examines an early case of resistance to government control that developed within the community of professional educators. He focuses on what began, in 1872, as an attempt by the newly established Ministry of Education to train a corps of professional teachers that could "civilize and enlighten" the masses in compulsory primary schools. Through the Tokyo Normal School and other new teacher training schools sponsored by the government, the ministry began what it thought was a straightforward "technology transfer" of the latest teaching methods and materials from the United States and Europe. Little did the ministry realize that it was planting the seeds of broader reform that would challenge not only its underlying doctrine of education, but its very authority over education. The reform movement centered around efforts to explicate and disseminate the doctrine of kaihatsushugi (developmental education). Hailed as a modern, scientific approach to child education, it rejected rote memorization and passive learning, elements of the so-called method of "pouring in" (chunyu) knowledge practiced during thepreceding Tokugawa period, and sought instead to cultivate the unique, innate abilities of each child. Orthodox ideas of "education", "knowledge", and the process by which children learn were challenged. The position and responsibilities of the teacher were enhanced, consequently providing educators with a claim to professional authority and autonomy - at a time when the Meiji state was attempting to control every facet of the Japanese school system.
