Further, as globalization and technological advances expand the range of products available in U.S. markets, the challenge of regulating the thousands of product types has become increasingly complex. The Consumer Product Safety Comm. (CPSC) is charged with protecting the public from unreasonable risk of injury or death associated with the use of thousands of types of consumer products. Many other federal agencies also have responsibilities related to consumer product safety oversight: the Nat. Highway Traffic Safety Admin. (NHTSA), U.S. Coast Guard, Food and Drug Admin. (FDA), and Environmental Protection Agency (EPA). This report examines (1) which federal agencies oversee consumer product safety and their roles and responsibilities; (2) the extent and effects of any fragmentation or overlap in the oversight of consumer products; and (3) collaboration among agencies to address any negative effects of fragmentation or overlap. To assess the involvement of multiple agencies in the oversight of consumer product safety, GAO conducted a multiagency survey and reviewed laws and regulations, and past GAO work. GAO also interviewed federal agency officials and consumer and industry groups. "

The United States Government Accountability Office identified eight agencies that have direct oversight responsibilities for consumer product safety: the Consumer Product Safety Commission (CPSC), Department of Housing and Urban Development, Environmental Protection Agency, Food and Drug Administration, National Highway Traffic Safety Administration (NHTSA), Nuclear Regulatory Commission, Pipeline and Hazardous Materials Safety Administration, and the U.S. Coast Guard (within the Department of Homeland Security). All eight agencies conduct regulatory activities to promote consumer product safety, such as rulemaking, standard setting, risk assessment, enforcement, and product recalls. This book examines which federal agencies oversee consumer product safety and their roles and responsibilities; the extent and effects of any fragmentation or overlap in the oversight of consumer products; and collaboration among agencies to address any negative effects of fragmentation or overlap. This book also discusses the Consumer Product Safety Improvement Act of 2008.

GAO recommends that CPSC (1) ensure expeditious implementation of key CPSIA provisions; (2) take several actions to strengthen its ability to target shipments of unsafe consumer products, such as resolving issues with CBP for obtaining more data on incoming shipments; and (3) develop a long-term plan for ensuring the safety of consumer products entering the United States, including long-term plans for international engagement. CPSC agreed with these recommendations.
