Book excerpt: Former World Bank education specialist Bjorn Nordtveit argues in this groundbreaking study that a development project or policy should not be understood and analyzed as a linear system. Instead, he believes we should view it as a complex and dialectical organism. Basing his theories on post-development and complexity theories as well as New Institutional Economics, Nordtveit lays out a novel method of analyzing development – both on the ground and in the think-tank. Informed by detailed quotations from interviews with local people involved in a World Bank literacy project in Senegal, the author demonstrates how a project is entangled in the global economy, and how it constructs development through a discourse of gender equity, growth of the civil society, and promotion of the use of private provision of social services. Nordtveit’s new analytical methodology claims it is necessary for all development initiatives to first investigate whether the donors’ vision of development coincides with national – and local – notions of development. Only then can the holistic and complex interrelations between the project and all other development desires and services in the community be studied. Finally, the project’s cost effectiveness must be considered. The author also examines the strengths and weaknesses of ‘public-private partnerships’, which are being used ever more frequently by donor agencies to implement social services. Constructing Development is a tour de force. Going back and forth between the global and the local, it examines a World Bank women's literacy project in Senegal through a critical and integrated discussion of education and development, globalization, gender, civil society, and privatization. Nordtveit offers an insightful and innovative critique of development theory and practice, drawing on new authors and fields, such as Complexity Theory. Constructing Community offers a rich ethnographic portrait of the individuals who implement community development projects in the Fairmount Corridor, one of Boston’s poorest areas. Jeremy Levine uncovers a network of nonprofits and philanthropic foundations making governance decisions alongside public officials—a public-private structure that has implications for democratic representation and neighborhood inequality. Levine spent four years following key players in Boston’s community development field. While state senators and city councilors are often the public face of new projects, and residents seem empowered through opportunities to participate in public meetings, Levine found a shadow government of nonprofit leaders and philanthropic funders, nonelected neighborhood representatives with their own particular objectives, working behind the scenes. Tying this system together were political performances of “community”—government and nonprofit leaders, all claiming to value the community. Levine provocatively argues that there is no such thing as a singular community voice, meaning any claim of community representation is, by definition, illusory. He shows how community development is as much about constructing the idea of community as it is about the construction of physical buildings in poor neighborhoods. Constructing Community demonstrates how the nonprofit sector has become integral to urban policymaking, and the tensions and trade-offs that emerge when private nonprofits take on the work of public service provision.

Thus, each contribution makes its specific point and can be read on its own merit. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs. Based on empirical evidence, it proposes a new view of the aid relationship as a mutual-learning process. The third section focuses on results and on the ways aid agencies might enhance development impact of their operations. It concludes with a preliminary assessment of strategies for scaling up from specific projects to sector and programmatic approaches, and suggests ways to adapt them to counter conditions. The experience of a bilateral aid agency, U.S. Agency for International Development (USAID), is examined in this context. The fourth section focuses on partnership, emphasizing that aid agencies must be explicit about the kinds of partnerships they seek with countries and the kinds of strategic selectivity they will exercise. The final chapter pulls together the lessons of development experience at various levels of operation. It outlines key tensions between comprehensiveness and selectivity, ownership and conditionality, speed and broad-based ownership, focus on results and poor local evaluation capacity, and enhanced country focus and globalization. Promising approaches to manage these tensions are put forward to replace one-size-fits-all prescriptions with client empowerment and social learning. Making Development Work offers rich lessons on improving the effectiveness of aid. It will be of particular interest to development practitioners, students and professors of development economics studies.
