Book excerpt: The basic idea of consistent forecasting is simple: make forecasts of the output of each industry, the wage rate, and perhaps other variables in such a way that, if business acts on the basis of the forecasts, they will come true and full employment will be obtained. The general concept is developed and the question of business cooperation with consistent forecasting is discussed. A ten-sector model is used to forecast from 1953 to 1960 with only the course of the total labor force and the exogenous final demands - exports, government, and capital replacement - known in advance. A comparison of the results with the actual course of events indicates that increasing productivity of new capital and a limited amount of variation of input coefficients must be included before practical forecasting can be done. Pfister, and Elmus Wicker for their helpful comments on previous versions of the manuscript. As the reader will observe, the techniques developed in Chapters 3 and 4 of this monograph are illustrated using input-output data from West Virginia. These data were generously made available by William H. Miernyk, Director of the Regional Research Institute at West Virginia University. I also wish to acknowledge the Bureau of Business and Eco nomic Research at Arizona State University for providing two research assistants, Kevin A. Nosbisch and Tom R. Book excerpt: This is the third of a series of papers that are being written as part of a larger project to estimate a small quarterly Global Projection Model (GPM). The GPM project is designed to improve the toolkit for studying both own-country and cross-country linkages. In this paper, we estimate a small quarterly projection model of the US, Euro Area, and Japanese economies that incorporates oil prices and allows us to trace out the effects of shocks to oil prices. The model is estimated with Bayesian techniques. We show how the model can be used to construct efficient baseline forecasts that incorporate judgment imposed on the near-term outlook.

Book excerpt: In this paper, we use micro panel data to examine the effects of oil price changes on employment and real wages, at the aggregate and industry levels. We also measure differences in the employment and wage responses for workers differentiated on the basis of skill level. We find that oil price increases result in a substantial decline in real wages for all workers, but raise the relative wage of skilled workers. The use of panel data econometric techniques to control for unobserved heterogeneity is essential to uncover this result, which is completely hidden in OLS estimates. We find that changes in oil prices induce changes in employment shares and relative wages across industries. However, we find little evidence that oil price changes cause labor to consistently flow into those sectors with relative wage increases.
