Book Holding Our Ground

Download or read book Holding Our Ground written by Deborah Bowers and published by Island Press. This book was released on 1997-03-01 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: Farmers, who own or rent most of the private land in America, hold the key not only to the nation's food supply, but also to managing community growth, maintaining an attractive landscape, and protecting water and wildlife resources. While the issue of protecting farmland and open space is not new, the intensity of the challenge has increased. Farmers are harder pressed to make a living, and rural and suburban communities are struggling to accommodate increasing populations and the development that comes with them. Holding Our Ground can help landowners and communities devise and implement effective strategies for protecting farmland. The book: discusses the reasons for protecting farmland and how to make those reasons widely known and understood describes the business of farming, federal government farm programs, and the role of land in farmers's decisions analyzes federal, state, and local farmland protection efforts and techniques explores a variety of land protection options including purchase of development rights; transfer of development rights; private land trusts; and financial, tax, and estate planning reviews the strengths and weaknesses of the farmland protection tools available The authors describe the many challenges involved in protecting farmland and explain how to create a package of techniques that can meet those challenges. In addition, they offer appendixes with model zoning ordinances, nuisance disclaimers, conservation easements, and other documents that individuals and communities need to carry out the programs discussed. Holding Our Ground provides citizens, elected officials, planners, and landowners with a solid basis for understanding the issues behind farmland protection, and will be an invaluable resource in developing techniques and programs for achieving long-term protection goals.

Book excerpt: "Farming on the Edge contains a story that needs repeating throughout our land. It is a reminder that cities cannot exist without country, that farmers, neglected by society, are in fact a living heritage as important to our development as schools, music and art, to be honored and treasured. . . . It is our responsibility to sustain life on our farms, supporting farmers and a way of life that has always been the foundation and basis of culture."--Paul Hawken, Smith & Hawken "A great book! Marin County has made a wonderful start in making the Bay Area greenbelt a reality."--Larry Orman, Executive Director, Greenbelt Alliance "An unusual glimpse into a community that has succeeded in preserving its agricultural heritage."--Ralph Grossi, President, American Farmland Trust

Book California s Farmland Preservation Programs Taxes and Furthering the Appropriate Safeguarding of Agriculture at the Urban Fringe to Reduce Greenhouse Gas Emissions

Download or read book California s Farmland Preservation Programs Taxes and Furthering the Appropriate Safeguarding of Agriculture at the Urban Fringe to Reduce Greenhouse Gas Emissions written by Robert W. Wassmer and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: California has long been a leader in both its attempts to preserve land devoted to agricultural production and in its approach to funding its state and local governments. Recently it has become the leader in creating a statewide policy (AB 32) to reduce the amount of greenhouse gases generated within its border. California's policy choices regarding state and local revenue reliance, farmland preservation, and reducing greenhouse gas emissions are interrelated. There is concern among environmental and agricultural stakeholders that elements of the system of state and local taxation that developed in California after Proposition 13 discourages the retention of land in agriculture, and this subsequently generates greater urban sprawl in the state. Many of these same stakeholders point to the presence of the state's three major farmland conservation programs (and other programs and multiple policies throughout different codes) as encouraging the retention of agricultural land and thus resulting in less urban sprawl in the state. The overall purpose of this paper is to examine these two claims in as unbiased a manner as academically possible and to offer an opinion on their validity. Such an opinion is necessary to offer an informed comment on the desirability of reforming the state's tax system, and/or expanding the state's system of farmland preservation, to reduce the degree of sprawl experienced in California and thus be better poised to achieve the reduction in GHGs mandated by AB 32.
