Book Congressional Careers

Download or read book Congressional Careers written by John R. Hibbing and published by UNC Press Books. This book was released on 2017-10-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to a Gallup poll, 70 percent of Americans want elected officials to serve only a limited number of terms. Nevertheless, every two years American voters return, on average, more than 95 percent of incumbents to the U.S. House of Representatives. John Hibbing's book provides unique evidence of the problems that would result from congressional term limitations. The first scholar to analyze congressional careers using longitudinal data, Hibbing looks at how the career patterns of a typical House member have evolved over the last forty years. By showing that the gap between the legislative contributions of junior and senior members has grown in recent years, Hibbing contends that as members gain in seniority they become more knowledgeable, efficient, and valuable legislators. Thus he argues against congressional term limitations. Hibbing's findings illuminate other fundamental and surprising changes. House members now are as electorally secure early in their careers as they are late, and they are less likely to deviate from their previously established roll call voting pattern. Members acquire positions of authority (subcommittee chairs) more quickly than they used to, but these more rapid gains evaporate by the sixth or seventh term of service. Also, House members travel to their home districts less frequently than they did ten years ago. Congressional Careers is a fascinating portrait of the evolution of American legislators during their congressional service. It is the only study of congressional behavior that is both comprehensive and longitudinal -- valuable features in an era when congressional careerism is coming under acute public scrutiny.

Book excerpt: From Pulitzer Prize-winning columnist George Will, whose “thinking is stimulating, erudite, and makes for great reading” (The Boston Globe) comes a “biting, humorous, and perceptive” (The New York Times Book Review) argument for the necessity of term limits in Congress. The world’s oldest democracy—ours—has an old tradition of skepticism about government. However, the degree of dismay about government today is perhaps unprecedented in our history. Americans are particularly convinced that Congress has become irresponsible, either unwilling or incapable of addressing the nation’s problems—while it spends its time and our money on extending its members’ careers. Many Americans have come to believe fundamental reform is needed, specifically limits on the number of terms legislators can serve. In Restoration, George Will makes a compelling case, drawn from our history and his close observance of Congress, that term limits are now necessary to revive the traditional values of classical republican government, to achieve the Founders’ goal of deliberative democracy, and to restore Congress to competence and its rightful dignity as the First Branch of government. At stake, Will says, is the vitality of America’s great promise self-government under representative institutions. At issue is the meaning of representation. The morality of representative government, Will argues, does not merely permit, it requires representatives to exercise independent judgment rather than merely execute instructions given by constituents. However, careerism, which is a consequence of the professionalization of politics, has made legislators servile and has made the national legislature incapable of rational, responsible behavior. Term limits would restore the constitutional space intended by the Founders, the healthy distance between the electors and the elected that is necessary for genuine deliberation about the public interest. Blending the political philosophy of the Founders with alarming facts about the behavior of legislative careerists, Restoration demonstrates how term limits, by altering the motives of legislators, can narrow the gap between the theory and the practice of American democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Questions about the characteristics of Members of Congress, including their age, education, previous occupations, and other descriptors, are of ongoing interest to Members, congressional staff, and constituents. Some of these questions may be asked in the context of representation, in efforts to evaluate the extent to which Members of Congress reflect their constituencies and the nation at large. In other instances, questions arise about how the characteristics of Members have changed over time, which may speak in part to the history of Congress. This book provides profiles of Senators and Representatives in selected Congresses since 1945, with a focus on service tenure and patterns of member service.

Available in PDF, EPUB and Kindle. Book excerpt: Term limiting members of congress may not be the answer to the problems facing the governing of this country. An alternative solution to term limits would be for every member of congress, both house and senate, to stand for a national retention vote every 20 years. The entire voting populace of the country, not just the voters in each of their respective districts and states, would vote if congress should remain in office or be turned out of office as a body. Consequently, no matter when elected, all 435 members of the House of Representatives and all 100 members of the Senate could be voted out of office every 20 years. This book sets forth a reasoned and logical argument for such a proposal and the processes that would be implemented to ensure a smooth and orderly transitional replacement of our legislative branch of government should it be necessary.

Available in PDF, EPUB and Kindle. Book excerpt: "The reader can't help but hold out hope that maybe someday, some of these sweeping changes could actually bring the nation's government out of its intellectual quagmire...his lively, conversational tone and compelling examples make the reader a more than willing student for this updated civics lesson." --The Hill The political book of the year, from the acclaimed founder and director of the Center for politics at the University of Virginia. A More Perfect Constitution presents creative and dynamic proposals from one of the most visionary and fertile political minds of our time to reinvigorate our Constitution and American governance at a time when such change is urgently needed, given the growing dysfunction and unfairness of our political system . Combining idealism and pragmatism, and with full respect for the original document, Larry Sabato's thought-provoking ideas range from the length of the president's term in office and the number and terms of Supreme Court justices to the vagaries of the antiquated Electoral College, and a compelling call for universal national service-all laced through with the history behind each proposal and the potential impact on the lives of ordinary people. Aware that such changes won't happen easily, but that the original Framers fully expected the Constitution to be regularly revised, Sabato urges us to engage in the debate and discussion his ideas will surely engender. During an election year, no book is more relevant or significant than this.
